AN ORDINANCE

(Approved April 17, 1914).

To amend and re-ordain section 3 of an ordinance approved February 13, 1914, entitled “An ordinance to authorize the issue and provide for the redemption of one million five hundred thousand dollars ($1,500,000.00), of four per cent. Registered or Coupon Convertible Bonds of the City of Richmond, the proceeds of the sale of which bonds to be used for the making of permanent public improvements.”

Be it ordained by the Council of the City of Richmond

1. That section 3 of an ordinance approved February 13, 1914, entitled, "An ordinance to authorize the issue and provide for the redemption of one million five hundred thousand dollars ($1,500,000.00), of four per cent., Registered or Coupon Convertible Bonds of the City of Richmond, the proceeds of the sale of which bonds to be used for the making of permanent public improvements, "be amended and re-ordained so as to read as follows: 3. The proceeds of sale of the bonds hereby authorized shall ratably be placed to the credit of the following accounts: Repairs to James River Free Bridge, Fifty thousand dollars ($50,000.00); Public School Buildings and Sites, Five hundred and fifty-four thousand, four hundred and twenty dollars ($554.420.00); First Market Buildings, Fifty-nine thousand and eighty dollars ($59,080.00); Purchase of City Farm, Twenty-five thousand dollars ($25,000.00); Construction of Sewers, One hundred and seventy thousand dollars ($170,000.00); Shockoe Creek Improvement, Three hundred and fiftythree thousand, five hundred dollars ($353,500.00); Water Works, One hunthousand dollars ($100,000.00); Second Police Station, Twenty-five thousand dollars ($25,000.00); Opening Streets, One hundred and sixty-three thousand dollars ($163,000.00).

2. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved April 17, 1914).

To grant permission to John J. Doran to erect and maintain a one-story brick stable on his lot located at No. 16 South Fifteenth street.

Be it ordained by the Council of the City of Richmond

1. That John J. Doran be, and he is hereby, authorized and empowered to erect and maintain, subjevt to rules and regulations of the Board of Health,

a one-story brick stable on his lot located at No. 16 South Fifteenth street, the said stable to contain not more than eight stalls, and shall be constructed according to the provisions of the Building Code, on plans satisfactory to the Building Inspector, and shall be used in connection with his private business only.

2. For any violation of the provisions of this ordinance the said John J. Doran shall be liable to a fine of not less than ten nor more than twentyfive dollars for each offense, recoverable before the Police Justice of the City of Richmond, each day's continuance to constitute a separate offense. 3. This ordinance shall be in force from its passage.

AN ORDINANCE

To grant permission to Mrs. I. M. Crouch to erect a one-story brick stable on the rear of her lot at No. 2307 Jefferson Avenue, to be used by the Jefferson Wood and Coal Company.

Be it ordained by the Council of the City of Richmond

1. That Mrs. I. M. Crouch be, and she is hereby, authorized and empowered to erect a one-story brick stable on the rear of her lot abutting the alley at No. 2307 Jefferson Avenue to contain not more than eight (8) stalls; provided, that said stable shall be constructed and maintained subject to rules and regulations of the Board of Health, and in accordance with the provisions of the Building Code and on plans satisfactory to the Building Inspector, and further, that it shall be used in connection with the business of the Jefferson Wood and Coal Company, as lessee of Mrs. I. M. Crouch, only. 2. For any violation of the provisions of this ordinance the said Mrs. I. M. Crouch, or the Jefferson Wood and Coal Company, or both, shall be liable to a fine of not less than five nor more than twenty-five dollars for each offence, recoverable before the Police Justice of the City of Richmond, and each day's continuance to constitute a separate offense.

3. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved April 17, 1914).

To amend and re-ordain section 20 of Chapter 30 of Richmond City Code, 1910, concerning the Gas Works.

Be it ordained by the Council of the City of Richmond

1. That section 20 of Chapter 30 of Richmond City Code, 1910, concerning the Gas Works, be amended and re-ordained so as to read as follows:

20. When the tenant of premises using gas is about to remove, he shall give the inspector at least three days' notice thereof, that the gas may be stopped, or he will be chargeable for any gas that may pass through the meter before the gas is stopped off. Any person leaving a house without paying for the gas consumed by him therein up to that time shall not have the use of gas in the house to which he may remove until the amount so due from him shall have been paid. A consumer, whether he be tenant or owner of the premises, discovering any defect in the meter or service-pipe, or any escape of gas or deficiency of light on his premises, or any inspector having reason to believe that such defect or deficiency exists on any premises, shall give immediate notice thereof to the inspector's office, that the defect may be promptly remedied, and, should it be necessary, the inspector shall repair or enlarge the connection from the street to the meter, repair or enlarge the meter, repair or enlarge the exposed piping around and about the meter, and unstop the house-pipes as far as this can be done without injury to the property, said work to be completed within a reasonable period of time; provided, however, that in any case where it appears that the defect or deficiency so reported is caused by an antiquated, inefficient, or inadequate system through which gas is distributed on the premises, it shall be the duty of the inspector of gas forthwith to notify in writing the owner of the property of such condition, and, if the premises are occupied by a tenant, a similar notice shall be given him. The tenant or owner desiring to remedy the defects mentioned in such written notice, may, at his option, make application in the same manner as if gas had never been introduced into his premises, and the gas inspector shall act thereon as provided by sections 15 and 16 of this Chapter. Should the taker or consumer, whether he be tenant or owner of the premises or not, omit to give at least three day's notice of his intention to remove, or to report immediately to the inspector any defection in a meter or service-pipe, any escape of gas or deficiency of light on his premises, he shall be fined not less than five nor more than ten dollars.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved April 17, 1914).

To amend and re-ordain section 7 of Chapter 27 of Richmond City Code, 1910, concerning Various Nuisances.

Be it ordained by the Council of the City of Richmond

1. That section 7 of Chapter 27 of Richmond City Code, 1910, be amended and re-ordained so as to read as follows:

7. No person shall, within two hundred feet of a dwelling house, without permission of the owner or occupant thereof, burn any lime-kiln or brickkiln, and every person burning a lime-kiln within the limits of the City of Richmond shall construct and maintain around the same a suitable enclosure to prevent access thereto, upon plans and specifications to be furnished by the Building Inspector of the City of Richmond. Any person who shall violate the provisions of this section shall be liable to a fine of not less than twenty nor more than fifty dollars for each offence, recoverable before the Police Justice of the City of Richmond, each day's c'ontinuance of such violation to be a separate offence.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved May 5, 1914).

To amend and re-ordain sub-section (24) of section 1 of Chapter 8, Richmond City Code, 1910, in relation to the salary of the Second Assistant Superintendent of the Water Works, as heretofore amended.

Be it ordained by the Council of the City of Richmond

1. That sub-section (24) of section 1 of Chapter 8, Richmond City Code, 1910, be amended and re-ordained so as to read as follows:

(24) Second assistant superintendent of the water works, $1,500.00 per

annum.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved May 22, 1914).

To establish the true line of the street at the southeast intersection of Brook Avenue and Marshall streets.

Be it ordained by the Council of the City of Richmond

1. That upon the application of A. Hellstern the true line of the street at the southeast intersection of Brook Avenue and Marshall streets shall be a straight line commencing at a point on Brook Avenue 16.36 feet from a point at the intersection of Brook Avenue and Marshall streets if they were extended in a straight line to such intersection, and extending 11.75 feet to the southern line of Marshall street at a point distant 11.35 feet from the apex of the angle formed by the said intersection of said avenue and street, which distances and which line hereby estabished shaded in green are shown on a plan made by T. Crawford Redd & Bro., Surveyors and Engineers, dated March 31, 1914, entitled, "Plat showing proposed arrangement between City of Richmond and A. & P. Hellstern as to sidewalk and building line; to supercede plat made March 9, 1914," on file in the City Engineer's Office as "9-G-5," a blue print copy of which is attached to the draft of this ordinance; provided, however, that no claim shall be made by the owners of the property for the refund of or reimbursement of any kind or character of taxes heretofore assessed or collected by the City of Richmond on any of the land heretofore used or occupied as a public sidewalk at the said intersection of Brook Avenue and Marshall streets.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved May 22, 1914).

To allow the Trustees of the First English Evangelical Lutheran Congregation to close to public use and travel the small triangle in the rear of their church building at the southwest intersection of Monument Avenue and Lombardy street.

Be it ordained by the Council of the City of Richmond

1. That the Trustees of the First English Evangelical Lutheran Congregation of this City, owning and occupying a church building and manse adjacent thereto, located at the southwest intersection of Monument Avenue and Lombardy street, be and they are hereby authorized to close to public use and travel that portion of an alley in the rear of their said church building and manse shown on a plat of the intersection of Monument Avenue and Lombardy street, traced from City Map of Lee District, on file in the
