AN ORDINANCE

(Approved March 4, 1914).

To change the name of Williams street, between Allen avenue and Meadow street, to Chaffin street.

Be it ordained by the Council of the City of Richmond

1. That Williams street, extending westwardly from Allen avenue to Meadow street, be, and is hereby changed and shall hereafter be designated and known as Chaffin street.

2.

This ordinance shall be in force from its passage.

To amend and reordain section 19 of chapter 15 of Richmond City Code, 1910, concerning the levying of taxes so as to fix the license to be paid by keepers of billiard, carrom and pocket billiards and bagatelle saloons.

Be it ordained by the Council of the City of Richmond

1. That section 19 of chapter 15 of Richmond City Code, 1910, be amended and reordained so as to read as follows:

19. Keepers of billiard, carrom and pocket billiards or bagatelle saloons shall pay a license tax of thirty-five dollars per year for the first table in each saloon and fifteen dollars per year for each additional table; bowling alleys, of twenty dollars per year for the first alley, and ten dollars per year for each additional alley; shooting galleries, of twenty-five dollars per year; fruit, nut or candy stands, of ten dollars per year; but no stand to be located on the public sidewalks; hobby-horse, merry-go-round and other like machines, when transient, of ten dollars per month each, but no license shall be issued for less than one month; selling medicine or other commodities within the jurisdiction of the city by other than a regular licensed merchant, ten dollars per week, no license to be issued for less than one week. 2. This ordinance shall be in force from its passage.

To amend and reordain sub-section 16 of section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of owcers and the compensation or wages of employees in relation to the pay of the clerk to the Building Inspector.

Be it ordained by the Council of the City of Richmond

1. That sub-section 16 of section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, be amended and reordained so as to read as follows:

(16) Clerk in Building Inspector's office, $1,500.00 per annum.
2. This ordinance shall be in force from its passage.

To amend section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees by adding sub-section (11a.)

Be it ordained by the Council of the City of Richmond

1. That section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, be amended by adding sub-section (11a.)

(11a) Stenographer and clerk to the special accountant, $1,080.00 per

annum.

2. This ordinance shall be in force from its passage.

To amend and reordain sub-section 11 of section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees.

Be it ordained by the Council of the City of Richmond—

1. That "sub-section 11 of section 1 of chapter 8 of Richmond City Code,

1910, concerning the salary of officers and the compensation or wages of employees," be amended and reordained so as to read as follows:

(11) Special accountant, $2,000.00 per annum; a clerk to special accountant, $1,080.00 per annum.

2. This ordinance shall be in force from March 1, 1914.

To amend and reordain section 43 of chapter 12 of Richmond City Code, 1910, concerning the Auditor and Treasurer of the City, as heretoford amended.

Be it ordained by the Council of the City of Richmond

1. That section 43 of chapter 12 of Richmond City Code, 1910, concerning the Auditor and Treasurer of the City, as heretofore amended, be amended and reordained so as to read as follows:

43. The Treasurer of the City is hereby required to keep all moneys in his hands belonging to the City in the following banks, to-wit: the Planters National Bank, of Richmond; the First National Bank, of Richmond; the National State and City Bank, of Richmond; the Merchants National Bank, of Richmond; the American National Bank, of Richmond; the Central National Bank, of Richmond; Richmond Bank and Trust Company, Incorporated; the Main Street Bank, Incorporated; the Broad Street Bank, of Richmond; the Bank of Commerce and Trusts, of Richmond; the Virginia Trust Company, of Richmond; the Old Dominion Trust Company, Incorpor ated, of Richmond; the Richmond Trust and Savings Company, of Richmond; the Church Hill Bank; the Mechanics and Merchants Bank (South Richmond) and the Manchester National Bank, which are hereby designated as depositaries of the City funds, in accordance with section forty-two, chapter twelve, of the City Ordinance: provided, however, that none of the funds belonging to the City of Richmond shall, on and after the first day of July, 1913, be deposited with any of such depositaries which shall not, at the time of such deposit, have executed and delivered to the Auditor of the City of Richmond a bond in such penalty as the Committee on Finance may prescribe, not, however, in any case to be less than the average amount likely to be made by the City with such depositary, with some trust company as surety, approved by the City Attorney, indemnifying the City of Richmond against loss by reason of the failure to pay over and account for all funds deposited with it, or in lieu of the execution and delivery of such bond, shall deposit with the Auditor of the City of Richmond a bond or bonds of the City of Richmond, in such amount as may be prescribed by the Committee on Finance, not however, in any case to be less than the average amount likely to be made by the City with such depositary, to be held by the said Auditor as collateral security for the faithful accounting to the City of all funds deposited with such depositary.

2. This ordinance shall be in force from its passage.

To amend and reordain sub-section 157 of section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, relating to the salary of the weighmaster at the First Market.

Be it ordained by the Council of the City of Richmond

1. That sub-section 157 of section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, be amended and reordained so as to read as follows:

(157) Weighmaster First Market, $900.00 per annum.
2. This ordinance shall be in force from its passage.

To amend and reordain sub-section 67 of section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees in relation to the pay of the City Engineer.

Be it ordained by the Council of the City of Richmond

1. That sub-section 67 of section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, be amended and reordained so as to read as follows:

(67) City Engineer, $4,800.00 per annum.

2. This ordinance shall be in force from its passage.

To amend and reordain section 41 of chapter 30, Richmond City Code, 1910, concerning the Gas Works.

Be it ordained by the Council of the City of Richmond

1. That section 41 of chapter 30, Richmond City Code, 1910, concerning the Gas Works, be amended and reordained so as to read as follows:

(41) That the Spring Street Home shall be allowed to use 100,000 cubic feet of gas per annum free of cost in its building situated at No. 601 Spring street in the City of Richmond.

To amend and reordain sub-section 151 of sectiion 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, relating to the pay of the fumigator of the Health Department.

Be it ordained by the Council of the City of Richmond

1. That sub-section 151 of section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, be amended and reordained so as to read as follows:

(151) Fumigator, $1,000.00 per annum.

2. This ordinance shall be in force from its passage.

Be it ordained by the Council of the City of Richmond

1. That sub-section 146 of section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, be amended and reordained so as to read as follows:

(146) Stenographer, $780.00 per annum.

2. This ordinance shall be in force from its passage.
