AN ORDINANCE

(Approved August 6, 1913).

Allowing the Sheltering Arms Free Hospital to use certain quantities of gas annually free of cost.

Be it ordained by the Council of the City of Richmond

1. That annually from the date of approval of this ordinance, the Sheltering Arms Free Hospital shall be allowed to use not exceeding four hundred and fiffty-thousand cubic feet of gas, free of cost in its building at No. 1008 East Clay street.

2. All ordinances, parts of ordinances, and resolutions, in so far as the same may conflict with the provisions of this ordinance, are hereby repealed. 3. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved August 21, 1913).

To amend and reordain sub-section 4 of section 1 of an ordinance approved June 8, 1912, entitledl, "An Ordinance to fix the voting places in the election precincts of the City of Richmond, and to repeal section 27 to 33, inclusive, of Chapter 3 of Richmond City Code, 1910, concerning elec tion precincts in the several wards.

Be it ordained by the Council of the City of Richmond

1. That sub-section 4 of section 1 of an ordinance approved June 8, 1912, entitled, "An Ordinance to fix the voting places in the election precincts of the City of Richmond, and to repeal sections 27 to 33, inclusive, of Chapter 3 of Richmond City Code, 1910, concerning election precincts in the several wards," be amended and reordained so as to read as follows:

(4) JEFFERSON WARD—

First Precicnct-No. 2219 East Main street.
Second Precinct-No. 2306 East Leigh street.

Third Precinct-Masonic Hall, North Twenty-fifth street.
Fourth Precinct-No. 701 North Twenty-eighth street.

Fifth Precinct-No. 108 North Twenty-ninth street.
Sixth Precinct-No. 3731 Second street (Fulton).

2. This ordinance shall be in force from its passasge.

AN ORDINANCE

(Approved August 21, 1913).

To grant permission to the Connecticut Pie Company to erect and maintain a brick stable on the rear portion of its lot located at No. 611 north Seventeenth street.

Be it ordained by the Council of the City of Richmond

1. That the Connecticut Pie Company be, and it is hereby, authorized and empowered to erect and maintain a brick stable, 21 feet by 72 feet by 12 feet, to contain not more than sixteen (16) stalls, on the rear portion of its lot located at No. 611 north Seventeenth street, said stable to be constructed in accordance with the provisions of the Building Code and on plans satisfactory to the Building Inspector, and shall be used in connection with the private business of said The Connecticut Pie Company only.

2. For any violation of the provisions of this ordinance the said The Connecticut Pie Company shall be liable to a fine of not less than ten nor more than twenty-five dollars for each offense, recoverable before the Police Justice of the City of Richmond, each day's continuance to constitute a separate offense.

3. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved August 21, 1913).

To grant permission to R. J. Cottrell to erect and maintain a two-story brick stable on his lot located on Williamsburg avenue, between Virginia and Goddin streets.

1. That R. J. Cottrell be, and he is, hereby authorized and empowered to erect and maintain a two-story brick stable forty (40) feet by ninety (90) feet on the lot owned by him, and located on Williamsburg avenue, between Virginia and Goddin streets, said stable to contain not more than twenty-three (23) stalls, and shall be constructed according to the provisions of the Building Code, and on plans satisfactory to the Building Inspector, and is to be used only as a livery, sales and boarding stable.

2. For any violation of the provisions of this ordinance, the said R. J. Cottrell shall be liable to a fine of not less than ten nor more than twentyfive dollars for each offense, recoverable before the Police Justice of the City of Richmond, each day's continuance constitute a separate offense.

3. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved August 21, 1913).

To grant permission to W: G. Mahone to erect and maintain a brick stable on the rear portion of his lot located at Nos. 806 and 808 Brook avenue, to front on what is known as Walker street.

Be it ordained by the Council of the City of Richmond

1. That W. G. Mahone be, and he is, hereby authorized and empowered to erect and maintain a brick stable, to contain not more than twenty stalls, on the rear portion of his lot located at Nos. 806 and 808 Brook avenue, Isaid stable to front on what is known as Walker street, and shall be constructed in accordance with the provisions of the Building Code and on plans satisfactory to the Building Inspector, and shall be used in connection with the private business of the said W. G. Mahone only.

2. For any violation of the provisions of this ordinance the said W. G. Mahone shall be liable to a fine of not less than ten nor more than twentyfive dollars for each offense, recoverable before the Police Justice of the City of Richmond, each day's continuance to constitute a separate offense. 3. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved August 21, 1913).

Granting permission to the Benevolent Protective Order of Elks to string and maintain banners across Broad at 8th and 11th streets and the Etchison Hat Company, Incorporated, to string and maintain a banner across 14th street from the top of building No. 4 South 14th street, to top of building No. 1401 E. Main street, and to permit the Chamber of Commerce to decorate on business streets.

Be it ordained by the Council of the City of Richmond

1. That permission is hereby granted the Benevolent Protective Order of Elks to string and maintain two banners across Broad street-one at 8th and the other at 11th street-and the Etchison Hat Company, Incorporated, to string and maintain a banner across 14th street from the top of building No. 4 South 14th street to the top of building No. 1401 E. Main street, provided the owners of the houses from which said banners are to be strung. consent thereto, and provided that they shall not be at their lowest point less than 20 feet above the street.

2. That permission is hereby granted the Chamber of Commerce to decorate such stores as it may select on business streets in the City of Richmond, provided the owners of said stores consent thereto.

3. The permission hereby granted shall continue until September 4, 1913, subject at all times to amendment or revocation by the City Council. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved September 4, 1913).

To amend and reordain sub-section (46) of section 1 of chapter 8 of Richmond City Code, 1910, concerning the salary of officers and compensation and wages of employees.

Be it ordained by the Council of the City of Richmond

1. That sub-section (46) of section 1 of chapter 8 of Richmond City Code, 1910, be amended and reordained so as to read as follows:

(46) Sixteen Deputy Gas Inspectors at twelve hundred dollars per annum each.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved September 11, 1913).

To establish and declare the true East Line of First street between Broad and Marshalll streets.

Be it ordained by the Council of the City of Richmond

1. That the true eastern line of First street between Broad and Marshall streets be, and the same is hereby, established and declared to be a straight line drawn from the Northwestern corner of the building now at the Northeast corner of First and Broad streets, and belonging to the estate of E. Y. Cannon, deceased, and the Southwest corner of the building now on the lot at the Southeast corner of First and Marshall streets, and known as St. Luke's Bank Building, as more particularly shown on a blue print plan attached to this ordinance, made by T. Crawford Redd & Brother, dated August 7, 1913, and a copy of which is on file in the office of the City Engineer.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved September 11, 1913).

Granting permission to "The Tobacco Rehandling Company, Limited, Inc., W. S. Mathews & Son's Branch" to lay and maintain a two and one-half inch iron pipe line for the conducting of oil therein from the private alley in the rear of their factory down and along the public alley between Byrd and Arch streets and leading from Ninth to Tenth streets to the eastern line of Ninth street and thence across Ninth street to the Atlantic Coast Line Railroad yards.

Be it ordained by the Council of the City of Richmond

1. That permission be, and the same is, hereby granted to "The Tobacco Rehandling Company, Limited, Inc., W. S. Mathews & Son's Branch," hereinafter called the Company, to lay and maintain a two and one-half inch iron pipe line for the purpose of conducting oil therein, from the private alley in the rear of their factory, known as number 310-320 South Tenth street down and along the public alley leading from Tenth street to Ninth street, between Byrd and Arch streets, to the eastern line of Ninth street and thence across Ninth street to the Atlantic Coast Line Railroad Yards, as shown on a blue print plan filed with the petition of the Company, a copy of which shall be filed by the Company in the office of the City Engineer.

2. That said pipe line shall be constructed in accordance with plans and specifications, and with material satisfactory to the City Engineer, and shall at all times be kept in good repair and maintained in a manner satisfctory to him, and before any work is done under this ordinance the said Company shall obtain from the City Engineer a permit to excavate for the purpose of constructing said pipe line.

3. That the said Company, or any subsequent owner of the said pipe line, shall pay annually to the City of Richmond the rate fixed by ordinance prescribing compensation to be paid to the City of ffRichmond for the maintenance of areas and vaults in the sidewalks and alleys of the City.

4. That the permission hereby granted shall at all times be subject to amendment or revocation at the pleasure of the Council of the City of Richmond, and upon such amendment or revocation the said Company or any subsequent owner of said pipe line shall immediately conform to the requirements contained in such amended ordinance or ordinances of revocation.

5. The permission hereby given is subject to the condition that the said Company and every subsequent owner of said pipe line will indemnify, reimburse and save harmless the City of Richmond from any charges, damages or costs that the City may be required to pay by reason of any person being injured or damaged in any way in person or property by the construction, existence or maintenance of the said pipe line; and is also subject to the conditions prescribed by Section 28 of Chapter 40, Richmond City Code 1910, relating to conduits, in regard to restoring and keeping in proper repair the pavement of the street and alleys (which duties shall also extend, and hereby is extended to the roadbed thereof where the same is disturbed
