Jackson streets, the said stable to contain not more than six (6) stalls, and shall be constructed according to the provisions of the Building Code and on plans satisfactory to the Building Inspector, and to be used for their private business only.

2. For any violation of the provisions of this ordinance the said Young Men's Business Association shall be liable to a fine of not less than ten nor more than twenty-five dollars for each offense, recoverable before the Police Justice of the City of Richmond, each day's continuance to constitute a separate offense.

To provide for the collection of delinquent personal taxes and the appointment of street collectors to collect same.

Be it ordained by the Council of the City of Richmond

1. That it shall be the duty of the Collector of Delinquent Taxes to examine the delinquent personal tax bills for the years 1908, 1909, and 1910, now in the hands of the Auditor, and select therefrom such bills as he believes can be collected, and the bills so selected shall be marked upon the listing books for delinquent personal taxes, now kept in the Auditor's office, in such manner that a proper charge may be made against the Collector of Delinquent Taxes for the total of the bills taken out for collection.

2. The Collector of Delinquent Taxes is hereby authorized and instructed to employ one or more collectors, who shall be subject to his orders and shall be responsible to and report to him, to call upon parties owing said personal tax bills and collect same, by due process of law when necessary. The Collector of Delinquent Taxes shall require of the collectors herein authorized, a guarantee bond in some company satisfactory to the City Attorney for the sum of one thousand dollars for the faithful performance of duty. The said collectors shall receive in compensation for their services a commission of fifteen per centum of the amount collected by themselves; which commissions shall be paid them monthly by the Collector of Delinquent Taxes.

3. The Collector of Delinquent Taxes shall be responsible to the City of Richmond for the amount of the bills and penalty added on same, delivered to him under section one of this ordinance. He shall have entire control of the collectors appointed by himself under the provisions of section two, and shall keep an accurate account of the amount of all bills placed in his or the collector's hands for collection, and shall report weekly to the Auditor in detail, the amounts collected by said collectors; and shall pay to the Treasurer upon warrant of the Auditor, the amount of such collections, and

be credited by the Auditor on the account charged hereinbefore required to be made against him on the receipt of said delinquent bills. Such report of collections shall be separate and distinct from the usual report of the Collector of Delinquent Taxes provided for in section two of chapter 18 of Richmond City Code, 1910, and upon such payments to the Treasurer the Auditor is hereby authorized and instructed to issue his warrant on the Treasury in favor of the Collector of Delinquent Taxes for twenty per cent of the total amount paid; which amount shall cover the fifteen per cent commission allowed the collectors and five per centum to the Collector of Delinquent Taxes for his services.

4. The Collector of Delinquent Taxes shall, within thirty days after January 1, 1914, make a full report to the Auditor on the bills placed in his hands for the years 1908, 1909, and 1910, of the results of his efforts to collect same. With said report he shall return all uncollected bills then in his hands for those years, and shall be credited with the aggregate amount of bills returned on accounts charged against him when the said bills were delivered him for collection.

5. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved January 17, 1913).

To amend and reordain sections 14, 15, and 20 of chapter 7, of Richmond City Code, 1910, concerning the several departments of the City Government and the Committees thereof.

Be it ordained by the Council of the City of Richmond

1.

That sections 14, 15, and 20, of chapter 7, of Richmond City Code, 1910, be amended and reordained so as to read as follows:

14. The President of the Board of Aldermen and the President of the Common Council, shall each, as soon as practicable after the first day of January, 1913, and thereafter as soon as practicable after the bi-ennial organization of their respective bodies, appoint the following joint standing committees of the Council of the City of Richmond, which shall be composed of nine members, four from the Board of Aldermen and five from the Common Council:

(1)

Committee on Streets.

(2) Committee on Finance.

(7) And in addition there shall likewise be appointed a Committee on "Advertising and Enterprises," to consist of seven (7) members, the President of each branch of the Council, two members of the Board of Alder

men, and three members of the Common Council, of which committee the Mayor shall be ex-officio a member.

15. It shall be the duty of the committees whose appointment is provided for by the foregoing section to consider and report, in the mode prescribed by ordinance, matters referred to them by either branch of the Council of the City of Richmond, and unless otherwise ordered all matters introduced in either branch of the Council asking councilmanic action, which have not been previously considered by a committee, unless otherwise ordered by a two-thirds vote of all the members elected to the branch, shall stand referred as follows:

(1) To the Committee on Streets-All matters concerning the opening, widening, closing or narrowing of streets and alleys, and encroachments thereon; the granting of all rights therein; the construction of bridges and viaducts; the construction of sewers, drains and culverts.

(2) To the Committee on Finance-All ordinances or resolutions concerning the salaries of officers of the City, the appropriation or expenditure of money and the negotiating or making of loans, or the borrowing of money and the issuance of bonds therefor, or the remission or refund of a tax.

(3) To the Committee on ordinances-All resolutions and ordinances not hereby specially required to be referred to some other committee.

(4) To the Committee on Public Buildings, Properties and UtilitiesAll matters concerning the construction of all public buildings; the acquisition of all properties by the City of Richmond, and the establishment, enlargement, improvement or betterment of all intsitutions, buildings, grounds or works which the City under its charter and the statutes of the State is authorized to establish or maintain, other than the Richmond Dock.

(5) To the committee on Dock, River and Harbor-All matters concerning the Dock, River and Harbor.

(6) To the Committee on Claims-All applications for the release or refund of a fine or for the payment of a claim, debt or damages against the City.

(7) To the Committee on Advertising-All matters concerning the advertising of the advantages of the City of Richmond and concerning the location of enterprises within the limits of the City of Richmond. And said committee is hereby expressly authorized to expend any sum or sums appropriated by the Council of the City of Richmond, for advertising purposes.

20. That in pursuance of sub-section 30-c of the charter of the City of Richmond, as provided by the act of the General Assembly of Virginia, approved February 9, 1912. (Acts 1912, p. 43-51), all of the duties of an executive or administrative character, exercised by any of the several committees of the Council of the City of Richmond, under any law or ordinance in force, on the date of the approval of this ordinance, are hereby expressly conferred upon and are required to be exclusively exercised by the Administratvie Board of the City of Richmond, and all other powers conferred upon said Board by said act of the General Assembly, are also expressly granted to and conferred upon the said Administrative Board as fully and completely as if the same were specifically mentioned and incorporated herein and ordained hereby.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

To amend and reordain section 2, of chapter 7, of Richmond City Code, 1910, concerning the several departments of the City Government and the Committees thereof.

Be it ordained by the Council of the City of Richmond

1. That section 2, of chapter 7, of Richmond City Code, 1910, concerning the several departments of the City Government and the committees thereof be amended and reordained so as to read as follows:

2. That in the month of July every alternate year, when the other City officers are elected by the joint session of the Board of Aldermen and Common Council, there shall be elected a clerk, who shall be known as clerk of committees. He shall act as clerk of the following committees: Committee on Streets, Committee on Ordinances, Committee on Public Building, Properties and Utilities, Committee on Dock, River and Harbor, Committee on Claims and Committee on Advertising and Enterprises, and of all special committees, Board of Public Interest and of such other committees as the Council may hereafter order. He shall attend the meetings of all of said committees and said board in person, and keep, in books provided for the purpose, a written record of their proceedings, and perform such other duties as may be required of him by the committees or chairmen thereof. He shall devote all of his time to the discharge of his duties and shall remain in his office, room No. 311, third floor, City Hall, during the hours prescribed by City Ordinance.

AN ORDINANCE

To amend and reordain section 6 of chapter 52, of Richmond City Code, 1910, concerning the City Attorney.

Be it ordained by the Council of the City of Richmond

1. That section 6, of chapter 52, of Richmond City Code, 1910, concerning the City Attorney, be amended and reordained so as to read as follows:

6. The City Attorney and Assistant City Attorney shall occupy the rooms on the fourth floor of the City Hall, in the northeast corner, numbers 401 and 402, now occupied by the City School Board. The City Attorney shall bi-ennially, between the 1st day of January and the 1st day of March cause not less than fifty (50) nor more than one hundred and fifty (150) copies of the opinions rendered by him and his assistants, during the preceding year to be printed and bound in suitable form for distribution among

the officers of the City government, and for preservation and exchange with other municipalities.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

To repeal section 6, of chapter 11, Richmond City Code, 1910, concerning the public printing and the purchase of stationery supplies.

Be it ordained by the Council of the City of Richmond

1. That section 6, of chapter 11, Richmond City Code, 1910, concerning the Clerk of the Committee on Printing and Claims, be, and the same is, hereby repealed.

AN ORDINANCE

To permit the Davis Land Company, Incorporated, to close the alley twenty (20) feet in width extending from Mulberry street to the Boulevard between Floyd avenue and Grove avenue upon the dedication of certain other alleys within said square in a manner satisfactory to the City Attorney.

Be it ordained by the Council of the City of Richmond

1. That the Davis Land Company, Incorporated, a corporation, owning all of the land abutting on the alley twenty (20) feet in width, extending from Mulberry street to the Boulevard between Grove and Floyd avenues, be, and they are, hereby authorized to close said alley to public use and travel upon the execution and recordation in the clerk's office of the Chancery Court of the City of Richmond of a deed to the City of Richmond dedicating to public use and travel, in a manner satisfactory to the City Attorney, the following described alleys located in said square:

(1) An alley fifteen (15) feet in width commencing at a point 135 feet from the southwest corner of Grove avenue and Mulberry street and extending in westerly direction 279.35 feet;

(2) An alley fourteen (14) feet in width commencing at a point 128 feet west of the northwest intersection of Mulberry street and Floyd avenue and extending in a northly direction to the last aforesaid alley fifteen (15) feet in width, approximately 231.46 feet; and
