(1) The said Richmond and Henrico Railway Company, the grantee herein, will, within two months from the final approval of this ordinance, file with the Committee on Streets an application for the route that it desires to cover with its distribution plant, which route the Committee on Streets may alter, enlarge, or diminish as it shall see fit. The distribution system within such route shall be begun within three months, and completed within twelve months, after final action by the Committee on Streets.

(2) The grantee hereof expressly assumes the duty and burden of selling electric current for light and power to every inhabitant of the City of Richmond, applying for the same, and in consideration of the consent hereby given to the use and occupancy of all the streets and alleys of the City of Richmond for that purpose, and as a condition thereof, expressly contracts and agrees that the Council of the City of Richmond shall have power at any time and from time to time to prescribe routes covering any portion of the territory of the said City, and extending through any of the said streets and alleys, and to require the said grantee to construct the necessary distribution system, and erect the necessary poles, wires, conduits and other fixtures, and to sell and deliver electric current to any person within said territory applying therefor; notwithstanding it may be true that a compliance with such requirement may not be profitable and will result in a pecuniary loss to the said grantee, it being the intention of this provision to clothe the said Council with absolute power to require the said grantee to sell and deliver electric current in any and all sections of the City of Richmond, and the construction of the distribution system necessary therefor, whenever and to whatever extent the said Council shall deem reasonable and necessary and notwithstanding the territory so ordered to be covered and the distribution system so required to be constructed may be unremunerative and result in pecuniary loss to the said grantee. The said grantee shall begin construction of any such distribution system within three (3) months and complete the same within six (6) months from date of any such requirement, and shall sell and deliver electric current to any person applying therefor, within the territory so ordered to be served by the said grantee at rates which shall not exceed ten (10) cents per one thousand (1,000) watt hours, except that there may be a net minimum monthly charge of one dollar ($1.00). For any failure or refusal to comply with the terms of this provision or with any requirement made thereunder the said grantee shall, ipso facto, forfeit all rights and prvileges to use and occupy any street or alley within the said city, under the provisions of this ordinance, and said rights and privileges shall thereupon cease and determine as if by limitation, without further action on the part of the City of Richmond.

(3) That the said Richmond and Henrico Railway Company shall, within twelve (12) months from the approval of this ordinance, have installed machinery for the generation of electric current for commercial light and power purposes, exclusive of street railway requirements, of at least 5,000 K. W. rated capacity.

(4) That when arbitration shall be necessary to determine the terms for the joint use of conduits and poles, it shall be had as provided by Chapter 40, Richmond City Code, 1910, as the same may be amended.

(5) The bond in the penalty of $10,000.00, which has been filed by the said Richmond and Henrico Railway Company under the terms of the ordi

nance of July 10, 1912, shall be held by the City of Richmond for the faithful performance of the provisions of this ordinance according to the conditions of said bond.

9. This ordinance shall be in force from its passage.

To amend and reordain Section 5, of Chapter 53, of Richmond City Code, 1910, concerning the Police Justice, the Civil Justice and Justices of the Peace.

Be it ordained by the Council of the City of Richmond

1. That Section 5, of Chapter 53 of Richmond City Code, 1910, concerning the Police Justice, Civil Justice and Justices of the Peace, be amended and reordained so as to read as follows:

5. The Police Justice shall not be entitled to receive any fees as a Justice of the Peace, but shall receive, in full compensation for his services, a salary of three thousand dollars per annum, payable monthly. The Clerk of the Police Justice shall receive in full compensation for his services a salary of twelve hundred dollars per annum payable monthly. 2. This ordinance shall be in force from its passage.

Fixing the pay of the Store-keeper of the Water Department.

Be it ordained by the Council of the City of Richmond

1. That the pay of the Store-keeper of the Water Department be, and the same is, hereby fixed at eighty-five ($85.00) dollars per month.

2. All ordinances or parts of ordinances and all resolutions or parts of resolutions, in so far as they conflict with this ordinance, are hereby repealed.

3. This ordinance shall be in force from its passage.

To amend and reordain sub-section 2, of Section 2, Chapter 8, Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees.

Be it ordained by the Council of the City of Richmond

1. That sub-section 2, of section 2, chapter 8, of Richmond City Code, 1910, concerning salary of officers and compensation or wages of employees, be amended and reordained so as to read as follows:

(2) Clerk to Board of Aldermen $1,200.00 per annum.
2. This ordinance shall be in force from its passage.

To amend and reordain sub-sections 126 and 129, of section 1, of chapter 8, of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, as heretofore amended, relating to the pay of the Keepers of River View, and Maury, and Mount Olivet Cemeteries.

Be it ordained by the Council of the City of Richmond

1.

That sub-sections 126 and 129, of section 1, of chapter 8, of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, as heretofore amended, be amended and reordained so as to read as follows:

(126). Keeper of River View Cemetery, $1,200.00 per annum.

(129). Keeper of Maury and Mount Olivet Cemeteries, $1,200.00 per

annum.

2. This ordinance shall be in force from its passage.

mond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, in relation to the pay of the stenographer and typewriter to the mayor.

Be it ordained by the Council of the City of Richmond

1. That sub-section (2) of section 1, of chapter 8, of Richmond City Code, 1910, concerning the salary of officers and the compensation or wages of employees, be amended and reordained so as to read as follows:

(2) Stenographer and typewriter to the mayor, $900,00 per annum. 2. This ordinance shall be in force from its passage.

AN ORDINANCE

To increase the salaries and compensation of certain members of the FireAlarm Department.

Be it ordained by the Council of the City of Richmond

1. That, on recommendation of the Board of Fire Commissioners the salaries and compensation of the following members of the Fire-Alarm Department are hereby increased, as follows:

One Assistant Superintendent, from $1,260.00 to $1,380.00 per annum; and three operators, from $1,050.00 to $1,152.00 each per annum.

2. The Committee on Finance is hereby instructed to provide the sum herein appropriated, which said sum shall be credited to the Fire-Alarm Pay Roll account, and shall be available on warrants properly drawn and approved by the Board of Fire Commissioners.

3. This ordinnce shall be in force from its passage.

(42) Meter repairers, Water Department, $2.75 per day.
