RESOLUTIONS Rules and Ordinances—Special Joint Committee. Approved September 5, 1912, Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That a Special Joint Committee consisting of G. K. Pollock, M. R. Mills and C. C. Jones of the Common Council and the President of the Common Council; H. W. Melton, J. E. Powers and J. R. Grimes of the Board of Aldermen and the President of the Board of Aldermen, be and the same are hereby appointed with instructions to prepare and recommend such rules and ordinances as will in their judgment be proper and necessary for the proper conduct of the business of the Council after the advent of the Administrative Board January 1, 1913. Advertising-The City of Richmond. Approved September 5, 1912. Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That a Special Joint Committee to consist of the President of each branch of the Council, two members from the Board of Aldermen, three members from the Common Council, to be appointed by the Presidents of the respective bodies, and the Mayor, be, and are hereby appointed for the purpose of advertising the resources and business advantages of the City of Richmond. All bills for the cost of such advertising shall be audited by said Committee and when so audited and certified by the Chairman of said Committee shall be paid out of any funds now available or hereafter appropriated for the purpose of advertising the resources and business advantages of the City of Richmond. Engineman-Fire Department. Approved October 19, 1912. Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the Board of Fire Commissioners of the City of Richmond is hereby authorized to increase the number of the members of the Fire Department by one additional Engineman. The salary of such man is to be paid by the said Board of Fire Commissioners from funds previously appropriated to the Fire Department pay roll account for the year 1912. Alley-Closing Alley Approved November 18, 1912. Whereas by a decree entered by the Hustings Court of the City of Richmond in the condemnation proceedings of City of Richmond vs. Sheppard's Trustee et als, the court did ratify certain agreements entered into between Samuel Cohen and others and the City of Richmond, one of which provided for the closing of an alley 15 feet in width commencing at a point on the north line of Monument avenue 150 feet west of its intersection with the Boulevard and fronting 15 feet on said avenue, and extending back in a northerly direction parallel with the Boulevard approximately 130 feet to an alley extending from the Boulevard in a westerly direction to Sheppard street, when the City of Richmond should have opened an alley 15 feet in width between Monument avenue and Grace street, extending in a westerly direction to the intersection of an alley already opened between said avenue and Grace street. Now, therefore, be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the said alley fifteen (15) feet in width commencing at a point one hundred and fifty (150) feet west of the interesection of Monument avenue and the Boulevard, and fronting fifteen (15) feet on the north line of said Monument avenue, and extending back in a northerly direction, parallel with the Boulevard, approximately a distance of one hundred and thirty (130) feet to the alley extending from the Boulevard in a westerly direction to Sheppard street, be and the same is hereby closed to public use and travel. John Smith School Building. Approved November 18, 1912. Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the sum of $6,000.00 be and the same is hereby appropriated and placed to the credit of "Remodeling John Smith School Building" to be used in making improvements necessary at John Smith School Building on Marshall street, between 8th and 9th streets for the offices of the School Board, said improvements to be made under the direction and supervision of the Building Inspector. The Committee on Finance is hereby directed to provide said amount, Lester Street-Acquisition of Property. Approved November 18, 1912. Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring: 1. That the sum of $25,000.00 be and the same is hereby appropriated, out of any money in the treasury not otherwise appropriated, to satisfy and pay the compensation allowed property owners for their property lying on the north side of Lester street, between Gillies Creek on the east, Poplar street on the west, and the right-of-way of the Chesapeake & Ohio Railway Company and Poplar street on the north, as ascertained by the report of the Commissioners in the condemnation proceedings of City of Richmond vs. Julia R. Hogan et als, the said ascertainment being as follows: and to pay the costs of said proceedings estimated at the sum of $200.00. 2. And the Auditor of the City of Richmond is hereby authorized and directed, upon the execution and delivery to him of a deed from any one of the above named parties, conveying to the City of Richmond a good fee simple title to his property, free from all liens and encumbrances, approved by the City Attorney, to draw his warrant in favor of such person'for the' amount of compensation ascertained in his favor as hereinbefore stated; and as to any person or persons who may not execute such deed the compensation allowed shall be by the Auditor, when ordered by the Hustings Court of the City of Richmond, deposited to the credit of the said court in the said condemnation proceedings of City of Richmond vs. Julia R. Hogan et als. The Committee on Finance is hereby directed to borrow when necessary the sum appropriated herein, and to issue proper certificate of indebtedness therefor. 3. |
