SMITHSONIAN INSTITUTION, DEAR SIR: I have the honor to acknowledge the receipt of your letter of January 30, 1915, asking for a report showing what action has already been taken by the Smithsonian Institution regarding the joint resolution providing for the appointment of an advisory committee for aeronautics in the United States. In response thereto I have the honor to submit the inclosed memorandum. I am transmitting, also, a report on European aeronautical laboratories, which gives an outline of what was being done in Europe prior to the outbreak of the present war.
