(iv) An 8-inch line, 2.2 miles in length, to serve the increased fuel requirements of the Socony Oil Refinery at Augusta, Kansas;

(v) The installation of 340 additional horsepower in applicant's existing Saginaw compressor station in Newton County, Missouri;

(4) Such facilities will be used for the transportation and sale in interstate commerce of natural gas for resale for ultimate public consumption for domestic, commercial, industrial, or other use, as integral parts of applicant's existing pipeline system, and are subject to the requirements of section 7 (c) of the Natural Gas Act, as amended;

(5) Applicant is able and willing properly to do the acts and to perform the service proposed and to conform to the provisions of the Act and the requirements, rules, and regulations of the Commission thereunder;

(6) The proposed construction and operation are and will be required by the present and future public convenience and necessity, and a certificate therefor should be granted, as hereinafter ordered; The Commission orders that:

(A) A certificate of public convenience and necessity be and it is hereby issued, subject to the terms and conditions of this order, authorizing the applicant to construct and operate the facilities referred to in paragraph (3) above and described in the application in this proceeding;

(B) Applicant shall commence the construction of the facilities herein authorized at the earliest practicable date after the issuance of this certificate and shall prosecute such construction to completion with due diligence;

(C) Applicant shall report to the Commission in writing, under oath, the completion date of the facilities herein authorized, together with the date the same are put in operation;

(D) This certificate shall not be transferable and is without prejudice to the authority of this Commission or any other regulatory body with respect to rates, service, accounts, valuation, estimate or determination of cost, or any other matter whatsoever now pending or which may come before this Commission or such other regulatory body, and nothing herein shall be construed as an acquiescence by this Commission in any estimate or determination of cost or any valuation of property claimed or asserted;

(E) Nothing herein is to be construed as affecting in any manner the determination of the service area of applicant or of any other naturalgas company under section 7 (f) of the Natural Gas Act;

(F) Nothing contained in this order is to be construed as in any manner changing or affecting the Commission's opinion and interim order reducing rates entered July 28, 1943, in docket No. G-141 supra,

p. 459, or in any manner relieving applicant from filing new rate schedules in conformity therewith;

(G) This certificate shall be effective as long as applicant continues the operations hereby authorized in accordance with the provisions of the Natural Gas Act and any pertinent rules, regulations, or orders heretofore or hereafter issued by the Commission;

(H) Appropriate evidence of the issuance of this certificate shall be furnished to applicant.
