The CHAIRMAN. I would like to make this statement before you start in with the consideration of this deficiency bill: I have been unable to be present at many of the committee meetings recently because of serious illness, but the members of the committee who did conduct the hearings have conducted them so well and so successfully that I feel under the deepest obligations to them, and the taxpayers of the country, I think, are under obligations to them. That is true because everything has gone on so beautifully that we are now ahead of any session since I have been a Member of Congress in the reporting of bills to the House. I will not devote much of my time to the hearings on this bill, but I will be in and out, and will be on hand in connection with anything that is of sufficient importance to justify my presence. The reason I am not going to be present is that I am under orders from my doctor to recuperate. I am under orders from my doctor to let up a little bit, and let the other committee members do some of the heavy lifting until I can get stronger, and that is what I am going to do in this case. I am going to give you my blessing. Mr. WOOD. We are very thankful for that. Mr. BUCHANAN. We are with you on the recuperating proposition in every way. Mr. Wood.
