C. The subcommittee met, pursuant to call, at 10 a. m., in room 429, House Office Building, the Honorable Carl Elliott (chairman of the subcommittee) presiding. Mr. ELLIOTT. The Subcommittee on Special Education of the House Committee on Education and Labor will please come to order. The subcommittee will hear testimony today on H. R. 3541 by Mr. Thompson of New Jersey, and related bills, H. R. 1089 by Mr. Celler, H. R. 1945 and H. R. 4514 by Mr. Kearns, H. R. 6374 by Mr. Wainwright, H. R. 6642 by Mrs. Green, and H. R. 7606 by Mr. Powell. These bills propose to establish in the Department of Health, Education, and Welfare a Federal Advisory Commission on the Arts. Without objection, the bills will be made a part of the record at this point in the order in which I listed them. I would like to ask the clerk to the subcommittee if my list is correct in that it shows H. R. 1945 and H. R. 4514 are both by Mr. Kearns; is that correct? The CLERK. That is correct. [H. R. 3541, 85th Cong., 1st sess.] A BILL To provide for the establishment of a Federal Advisory Commission on the Arts, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Congress hereby finds and declares, and it is the policy of the Congress in enacting this Act (1) that the growth and flourishing of the arts depend upon freedom, imagination, and individual initiative; (2) that the encouragement of creative activity in the performance and practice of the arts, and of a widespread participation in and appreciation of the arts, is essential to the general welfare and the national interest; (3) that as workdays shorten and life expectancy lengthens, the arts will play an ever more important role in the lives of our citizens; and (4) that the encouragement of the arts, while primarily a matter for private and local initiative, is an appropriate matter of concern to the United States Government. SEC. 2. (a) (1) There is hereby established, in the Department of Health, Education, and Welfare, a Federal Advisory Commission on the Arts (hereinafter in this Act referred to as the "Commission"). The Commission shall be composed of twenty-four members appointed by the President, from among private citizens of the United States who are widely recognized for their knowledge of or experience or profound interest in, one or more of the arts.
