Gentlemen of the House of Representatives :

Having been selected by your kind partiality to preside over your deliberations, I return you my grateful thanks for the honor.

The high responsibility of the position you have been pleased to assign me, and its complicated and arduous duties admonish me of the necessity of drawing largely upon your indulgence, and inviting your friendly aid and co-operation, which, I feel assured, gentlemen, will be freely tendered, and that each of you will, at all times, observe the rules of the House, and the proprieties of debate. Coming together as the representatives of the people, and from different sections of the state, many of you being strangers to each other, let me exhort you to cultivate a feeling of forbearance and good will, and to devote the whole energy of your abilities to your representative duties. As your presiding officer, I trust I shall bring to the discharge of my position, honesty of purpose and an ardent desire, in common with you all, for the advancement of the public welfare.

Hoping to act impartially on all occasions, and to secure the approval of your judgment, I venture to cherish the belief that mutual amity will exist between the Chair and the House, and that when our deliberations are brought to a close, we will each have so discharged our obligations as to merit and receive the approval of our constituents.

Mr. Sloan moved that the House now proceed to the election of the principal clerk; which was agreed to.

The Chair then announced that nominations would be in order.

Whereupon, Mr. Logan placed Charles Leib, of Cook, in nomination.
Mr. Eustace placed E. T. Bridges, of Whiteside, in nomination.

Mr. Whiting placed E. Z. Ryan, of Lawrence, in nomination.

Thereupon, the clerk proceeded to call the roll; which resulted as follows: Those voting for Mr. Leib are,

The Chair then announced that the election of an assistant clerk would be next in order.

Whereupon, Mr. Goudy placed in nomination the name of Wm. C. B. Gillespie, of Christian county.

Mr. Denio placed in nomination, Mr. Hibbard, of Stephenson county.

Mr. Boal nominated Mr. B. C. Lundy, of Putnam county, for the same office. Thereupon, the vote being taken, resulted as follows:

Mr. Arnold placed the name of A. Danforth, in nomination.

Mr. Church nominated George Schneider, of Cook.

Thereupon, the clerk proceeded to call the roll, when the vote resulted as follows:

Mr. Denio placed the name of Mr. Grimm in nomination.

TUESDAY, JANUARY 6, 1857.

Prayer by the Rev. Mr. Miner.

The journal of yesterday was read.

On motion of Mr. Denio,

The journal of the House was so amended as to contain the resolution offered by that gentleman on yesterday in relation to the contested seat from the counes of Peoria and Stark, and no objection being made, it was ordered that the Jurnal be so amended.

Mr. Reading presented the credentials of W. H. Chatfield, a member of this House elect from the counties of Du Page, Will and Kankakee, who thereupon peared at the desk, and on the oath being administered by the Hon. O. C. Skinner, one of the judges of the supreme court of the state of Illinois, took his eat for the present session.

Mr. Preston offered the following resolution:

Resolved, That the clerk of this House, immediately after the passage of this solution, place in a box the name of each member, written on a separate slip paper; that he then proceed, in the presence of the House, to draw from said 1.one at a time, said slips of paper, and when each is drawn he shall announce name of the member upon it, who shall choose his seat for the present sesn: Provided, that before said drawing shall commence the speaker shall se every seat to be vacated.

Mr. Burke offered to amend the resolution by numbering the seats.
Which said amendment was laid upon the table, and

The resolution of Mr. Preston adopted.

Mr. Sloan offered the following resolution:

Resolved, That the rules adopted by the House at the last regular session be and the same are hereby adopted for the government of this House, until otherwise ordered.

Mr. Moulton offered to amend the 48th rule by adding second assistant clerk and second assistant engrossing and enrolling clerk. Adopted.

Mr. Logan offered the following resolution:

Resolved, That the Speaker be authorized to appoint a post master for this House, whose duty it shall be to take charge of all mail matter belonging to this House, and who she receive for his services the same per diem allowance as shall be allowed to the door-keeper of this House.

Mr. Moulton offered the following as an amendment:

Resolved, That the postage of the members of this House, during the present session, be paid for by the state, as a part of the expenses of this General Assembly.

Mr. Burke moved to amend the amendment by adding "that the secretary of state furnish the members with stamped envelopes."

On motion of Mr. Logan,

Laid on the table.

Mr. Logan moved the previous question.

And the question being, "Shall the main question be put?"

Was decided in the affirmative.

Mr. Boal asked for a division of the question on the first part of the resolution;

And the question being put to the House, it was carried.

The question then coming up upon the second part of the resolution, the same was adopted.

Mr. Gorin offered the following resolution:

Resolved, That the use of this hall be tendered to the Illinois State Agricultural Society, for their regular biennial meeting, on Wednesday evening, the 7th inst.

Which was adopted.

Mr. Epler offered the following resolution:

Resolved, That the Hon. Speaker be requested to invite the attendance of the ministers of the gospel of this city to open the morning sessions of this House, each day, with prayer.

Which resolution was adopted.

Mr. Burke offered the following resolution:

Resolved, That the secretary of state be required to furnish each member of this House with one copy of the rules of this House, as just adopted. Which said resolution was adopted.

Mr. Church offered the following resolution:

Resolved, That it shall be the further duty of the post master of this House to furnish himself with a list of the names of the members of this House, and deliver all mail matter designed for them and arriving at the post office in Springfield on the desks of the several members for whom the same is designed. Mr. Burke moved to amend by numbering the seats, and all matter be put in the post office box in accordance with the number of their seats. Which said resolution, as amended, was adopted. Mr. Preston offered the following resolution :

Resolved by the House of Representatives, the Senate concurring herein, That the members of each house be furnished with newspapers equal to fifteen dailies, to be selected by each member, and the same to be paid out of the contingent fund.
