Congress to act upon this important subject without embarrassment; therefore, 1. Resolved by the Legislative Council of the Territory of Michigan, That the delegate in Congress from this territory be and he is hereby requested to urge the passage of an act at the present session of Congress, providing for taking a census of the people of this territory, if the act now pending before Congress providing for the formation of a constitution and state government shall not become a law. 2. Resolved, That this Council cannot believe that Congress will be so far regardless of the wishes and rights of the people of this territory, as to refuse their present application for admission into the Union, and also deny them the means of placing the justice of their application and their rights to admission fully before the National Legislature. 3. Resolved, That Congress be further respectfully solicited to pass an act at the present session, authorizing an extra session of the Legislative Council of this territory, of thirty days, to be held at such time as the executive of the territory shall deem necessary, and to be called by him, by proclamation, in order to take such measures as may be rendered necessary, by the action of Congress, on the subject of the previous resolutions. 4. Resolved, That the governor of this territory be and he is hereby requested to transmit a copy of the foregoing resolutions to the Hon. Lucius Lyon, delegate in Congress from this territory. The Council resolved itself into a committee of the whole on the bill to provide for taking a census, and for other purposes; and, after some time spent therein, the committee rose, and Mr. Durocher reported, that the committee of the whole had had the said bill under consideration, and instructed him to report the same with amendments. The said amendments being concurred in, Mr. Britain moved to amend the first section of the bill, by adding, after the words in the 3d and 4th lines, "cause the number of the inhabitants within their respective counties," the words, " on the first Monday in October, 1834." This motion was disagreed to. Mr. Hascall moved to amend the said section by inserting in the 4th line the words, "on the first Monday in June, 1834." And the question on this motion being taken by yeas and nays, it was decided in the affirmative, as follows: Yeas: Messrs. Bacon, Doty, Durocher, Hascall, Martin, Millington, Renwick, Satterlee, Stockton_9. Nays: Messrs. Britain, Farnsworth, Moran, M'Donell, president 4. Mr. Martin moved, that the further consideration of the bill be postponed to the next session of the Legislative Council. The yeas and nays being demanded on this motion, it was decided in the affirmative, as follows: Yeas: Messrs. Bacon, Britain, Durocher, Martin, Millington, Moran, Renwick, Satterlee, M'Donell, president--9. Nays: Messrs. Doty, Farnsworth, Hascall, Stockton_4. Mr. Durocher, from the committee on claims, reported A bill making certain appropriations to be paid out of the territorial treasury for the year 1834. The bill was read the first and second time. The following bills were considered in committee of the whole, reported to the Council, ordered to be engrossed, read the third time, and passed: A bill to authorize the sale of certain lands; A bill to amend the act entitled "An act to provide for the inspection of certain articles therein mentioned;" A bill in addition to the several acts for the relief and maintenance of the poor; A bill to amend an act entitled " An act to incorporate the Detroit and St. Joseph Rail Road Company;" A bill for the preservation of the records and proceeding of the governor and judges of the Territory of Michigan, in relation to the land titles in the city of Detroit; A bill to incorporate the Shelby and Detroit Rail Road Company; A bill for the relief of certain citizens of the township of Clinton, in the county of Macomb; A bill for the relief of I. S. Rowland; A bill to amend the act to establish circuit courts in certain counties and to define their powers and duties. Mr. Millington, from the committee on enrolment, reported the several preceding acts as correctly enrolled; and the president announced, that he had presented them to the governor for his approbation. Mr. Martin on leave granted, introduced a bill to amend an act entitled "An act concerning bail," approved April 22, 1833; which was read the first and second time, engrossed, read the third time and passed. The said bill was enrolled, and presented to the governor for his approbation. The Council resolved itself into a committee of the whole, on the bill in addition to an act entitled "An act to divide the township of Spring Wells;" and, after some time spent therein, the committee rose and reported the bill to the Council. On motion of Mr. Stockton, the further consideration of the said bill was postponed to the next session of the Council. Mr. Britain moved that the Council resolve itself into a committee of the whole on the bill to provide for the election of a printer to the Council, and to prescribe his compensation and duties. Mr. Bacon moved to lay the bill on the table. This motion was disagreed to. The Council then resolved itself into a committee of the whole on the said bill; and, after some time spent therein, the committee rose, and Mr. Stockton reported that the committee of the whole had had the bill under consideration, and instructed him to report progress, and ask leave to sit again. Mr. Martin moved that leave be granted. And the question on this motion being taken by yeas and nays, it was decided in the affirmative, as follows: Yeas: Messrs. Bacon, Doty, Durocher, Farnsworth, Hascall, Martin, Millington, Renwick, Satterlee, Stockton, M'Donell, president-11. Nays: Messrs. Britain, Moran-2. Resolved by the Legislative Council of the Territory of Michigan, That Sheldon M'Knight, printer to the Council, be authorized to print and stitch twelve hundred copies of the acts passed at the present session of the Council, and two hundred copies of the Journal; and that the secretary of the territory be authorized to furnish copies for publication of the same. Mr. Renwick presented the account of Watkins and Moon, and sundry other accounts. Mr. Britain presented the account of Sheldon M'Knight. The foregoing accounts were severally referred to the committee on expenditures. Mr. Doty from a select committee, made the following report, which was laid on the table: The select committee appointed to investigate the causes which delayed the printing and delivering the volume of the condensed laws, report, That they were unable to enter into a full examination of the subject referred to them, on account of the absence from the Territory of the late secretary of the Council, whose duty it was to direct the order in which said laws should be published. The committee beg leave to refer to the statements accompanying this report, and to remark that none of the statements which they have received charge the person employed to print the volume with the causes of said delay. And the committe ask to be discharged from the further consideration of said subject. STATEMENTS. At the request of the select committee of the Legislative Council, V to whom was referred the subject of the publication of the revised code of laws, I make the following statement: I was employed by Mr. Mason to furnish copies of the laws to the printer. Accordingly, immediately after the adjournment of the last Council, I commenced that duty, beginning with the laws designated by the printer, and continued to furnish them as fast as copied; and never to my recollection, was there any delay occasioned by want of copy from the office of the Secretary of the Territory; but on the contrary, there was usually more copy than was required upon several occasions there were copies of the laws ready in the office, which the gentleman, superintending the publication, declined taking, declaring that he had already sufficient copy on hand for the present purposes. The copy was handed by me to Mr. Brush, while he continued to superintend the publication, and afterwards to Mr. Pritchette, to whom that duty was transferred. I. S. ROWLAND. March 7, 1834. correct. The Council resolved itself into a committee of the whole on the bill to amend the act entitled " An act to provide for the assessment and collection of township and county taxes;" and, after some time spent therein, the committee rose, reported progress, and obtained leave to sit again. The bill to provide for the compensation of the officers of the Legislative Council, and for other purposes, was considered in committee of the whole, amended, reported to the Council, the amendments concurred in, engrossed, read the third time and passed. On motion of Mr. Stockton, the Council proceeded to consider the resolutions submitted by him in relation to the adjournment of the present and the commencement of the next session of the Council; and the blanks being filled, the said resolutions were adopted, as follows: Resolved, That the present session of the Council shall terminate on the 8th day of March, 1834. Resolved, That the second session of the sixth Legislative Council shall commence on the first day of January, 1835.
