NEW EMPLOYMENTS AND CHANGES IN RATES OF COMPENSATION.

The specific changes in the number or grades of officers and employees of the District of Columbia government and their rate of compensation as compared with the current law recommended in the bill are as follows:

EXECUTIVE OFFICE.

Three assistant secretaries to commissioners, at $1,600 each, are provided for, instead of 1 assistant secretary, at $1,500; 1 clerk, at $1,600; and 1 clerk, at $1,500, transferred from the engineer department. A clerk at $1,200 is provided for instead of an assistant secretary to commissioners, and 2 drivers, at $600 each, are omitted.

BUILDING-INSPECTION DIVISION.

The salary of 1 messenger is increased from $480 to $600.

PLUMBING-INSPECTION DIVISION.

An additional assistant inspector of plumbing, at $1,000, is provided for.

ASSESSOR'S OFFICE.

The pay of 1 messenger is increased from $450 to $600.

AUDITOR'S OFFICE.

Provision is made for a property survey officer, at $1,800; 1 clerk, at $1,000; and 1 clerk, at $900.

MARKET MASTERS.

The amount for market masters is increased from $2,280 to $2,520.

FARMERS' PRODUCE MARKET.

The pay of 1 laborer is increased from $360 to $480, and an additional laborer at $480 is provided for.

OFFICE OF SUPERINTENDENT WEIGHTS, MEASURES, AND MARKETS.

One additional assistant, at $1,000, is provided for, and the pay of 1 laborer is increased from $480 to $600.

ENGINEER COMMISSIONER'S OFFICE.

The pay of 6 messengers is increased from $540 to $600 each.

PUBLIC LIBRARY.

Three messengers are increased from $480 to $600 each.

PLAYGROUNDS.

One additional watchman, at $50 per month, for 12 months, is provided for, and the pay of 12 watchmen for 12 months is increased from $45 to $50 per month, and the term of employment of a generalutility man, at $60 per month, is increased from 4 to 7 months.

ELECTRICAL DEPARTMENT.

The pay of 1 laborer is increased from $460 to $600, and of 2 laborers from $400 to $600 each.

PUBLIC SCHOOLS.

An additional clerk, at $1,000, is provided for in the superintendent's office.

Additional teachers are provided as follows: Nine, at $1,000 each; 5, at $800 each; 8, at 650 each; 5, at $600 each; 3, at $500 each.

A janitor, at $840, and a laborer, at $360 each, are provided for a new 16-room school building, and a janitor, at $720, and a laborer, at $300, are omitted in the Miner Building.

FIRE DEPARTMENT.

The following are provided for on account of an additional fireengine company heretofore authorized, and the conversion of a chemical company into an engine company, namely: One captain, $1,400; 1 lieutenant, $1,200; 2 engineers, at $1,150 each; 2 assistant engineers, at $1,100 each; 1 driver, $1,150; 1 assistant driver, $1,100; 4 privates, at $1,080 each; 2 privates, at $960 each.

The pay of 1 laborer is increased from $180 to $600.

HEALTH DEPARTMENT.

The appropriation for pay of laborers is increased from $2,000 to $2,400 in order to increase their pay from $41 to $50 per month.

JUVENILE COURT.

An additional probation officer, at $1,000, and 1 charwoman, at $240, are provided for.

MUNICIPAL COURT.

An additional messenger, at $600, is provided for.

WASHINGTON ASYLUM AND JAIL.

The pay of employees is increased as follows: Superintendent of nurses, from $900 to $1,000; 2 graduate nurses, from $425 to $480 each; 1 graduate nurse, from 425 to $480.

Three laundresses, at $360 each, are omitted.

NATIONAL TRAINING SCHOOL FOR GIRLS.

One additional teacher, at $600, is provided for.

BOARD OF CHILDREN'S GUARDIANS.

One additional placing and investigating officer, at $900, is provided for.

INDUSTRIAL HOME SCHOOL (COLORED).

An additional caretaker, at $360, is provided for.

WATER DEPARTMENT.

The pay of two messengers is increased from $540 to $600 each.

LIMITATIONS.

Limitations with respect to expenditures or legislative provisions within clause 2 of Rule XXI of the House, not heretofore enacted, are recommended as follows:

On page 17:

The several street railway companies in the District of Columbia are authorized and required to transport free of charge all members of the Metropolitan Police Force and of the District of Columbia Fire Department when in uniform and in the performance of their duties.

On page 27:

That hereafter night soil may be collected and disposed of by any process satisfactory to the commissioners.

On page 28:

All public scales now owned by the District of Columbia shall be sold to the highest bidder or bidders therefor, under sealed proposals which shall be invited by the commissioners, after the value of said scales shall have been appraised and for a sum or sums not less than the appraised value of each or the total appraised value of all of them; any or all of the sealed proposals received hereunder may be rejected and new proposals invited at any time prior to July first, nineteen hundred and fifteen.

The commissioners are authorized to grant licenses for the location and operation of public scales in the District of Columbia under such regulations as they may prescribe and for such fees as they shall approve, and they may grant permits, revocable on thirty days' notice, for the location of such scales on public spaces under their control.

On page 29:

Authority is granted the commissioners to make rules and regulations governing the conduct of the municipal playgrounds" and recreation centers coming under their control.

On page 32:

The commissioners are authorized in their discretion to maintain part of the lamps on any street, avenue, alley, road, or public space,

or portion thereof, for a shorter period each night than that required by the provisions of the above-mentioned acts, at such reduced rates for said lamps as may be agred upon by and between said commissioners and the lighting companies maintaining them.

On page 44:

That so much as may be necessary of the appropriations for the construction of a new Central High School building are made available for the complete equipment and for furniture, furnishings, and pianos for said building, and for the complete equipment of the athletic field and the stadium connected therewith, in accordance with the plans and specifications on file in the office of the engineer commissioner.

On page 73:

The commissioners are authorized, under such regulation as they may prescribe, to sell to the various departments and institutions of the government of the District of Columbia and of the United States the products of said workhouse and said reformatory, and all moneys derived from such sales shall be paid into the Treasury, one-half to the credit of the United States and one-half to the credit of the District of Columbia.
