FOREWORD

All the regulations governing the inspection of merchant vessels are contained in Chapter I, Title 46 (Shipping) of the Code of Federal Regulations (46 CFR) and are applicable to certain merchant vessels which are subject to Title 52 of the Revised Statutes (secs. 4399-4500) and acts amendatory thereof or supplementary thereto.

The regulations in this pamphlet, "Rules and Regulations for Cargo and Miscellaneous Vessels," CG-257, are copied from Subchapter I (Cargo and Miscellaneous Vessels) of Chapter I of Title 46 CFR, and specific application is set forth in detail throughout the text. These regulations and all changes thereto have been published in various daily issues of the Federal Register prior to January 3, 1966. This pamphlet replaces the prior edition of September 1, 1964, and contains requirements currently in effect.

In applying these regulations to merchant vessels certain factors have to be considered, among which are the size of the vessel, the service in which the vessel is engaged, and the waters upon which the vessel is operated. In this regard, shipowners, operators, builders, vessels' operating personnel and other persons affected by the navigation and vessel inspection laws should familiarize themselves with the regulations contained in this pamphlet. To this end, Coast Guard personnel concerned with the administration and enforcement of these laws, namely, the Coast Guard District Commander, and the Officer in Charge, Marine Inspection, who have jurisdiction over Coast Guard inspection activities in the general area of the port in which he is situated, will extend, upon request, every possible assistance. The regulations contained in other subchapters of Chapter I of Title 46 CFR concerning the materiel inspection of merchant vessels are also reprinted in separate pamphlets.
