SENATE CONCURRENT RESOLUTIONS

27 assessment so laid shall be a lien upon the property liable therefor 28 and may be recorded and enforced in the same manner as pro29 vided for other liens for permanent improvements. This section 30 shall apply to assessments made and certificates issued under 31 section eighty-eight of this charter, as well as to other assess32 ments and liens for public improvements.

All acts and parts of acts inconsistent with the foregoing aro hereby repealed.

SENATE CONCURRENT RESOLUTION NO. 1.

(Adopted February 27, 1920.)

Providing for the appointment of a joint committee to wait upon the governor and notify him that the legislature is in session."

Resolved by the Senate, the House of Delegates concurring therein:

That a committee of two on the part of the Senate and three on the part of the House of Delegates be appointed to jointly wait upon the governor and notify him that the legislature is now in special session, pursuant to his proclamation, dated February 20, 1920, with a quorum of each house present, and awaits any message he may desire to transmit. The members of said committee to be appointed respectively by the President of the Senate and the Speaker of the House of Delegates.

Raising a joint committee to wait upon the Governor.

Resolved by the Senate, the House of Delegates concurring therein: That a joint committee of five, consisting of two on the part of the Senate, to be appointed by the President thereof, and three on the part of the House of Delegates, to be appointed by the Speaker thereof, be appointed for the purpose of notifying the Governor that the Legislature is ready to adjourn sine die, having completed its labors, and awaits any further message he may desire to transmit.

Ratifying the proposed amendment to the constitution of the United States, extending the right of suffrage to women.

WHEREAS, The Sixty-sixth Congress of the United States of America in Congress Assembled, in both houses, by a constitutional majority of two-thirds of each house thereof, has made the following proposition to amend the constitution of the United States of America in the following words, to-wit:

"JOINT RESOLUTION-Proposing an amendment to the constitution extending the right of suffrage to women.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein),

That the following articie is proposed as an amendment to the constitution, which shall be valid to all intents and purposes as part of the constitution when ratified by the legislatures of three-fourths of the several States.

ARTICLE

The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex. Congress shall have power to enforce this article by appropriate legislation." Therefore, be it

Resolved by the Legislature of West Virginia:

That the said proposed amendment to the constitution of the United States of America be and the same is hereby ratified by the legisla ture of the state of West Virginia.

Resolved, That certified copies of the foregoing preamble and resolution of ratification be forwarded by the governor of the state of West Virginia to the President of the United States, to the secretary of state of the United States, to the president of the United States Senate, and the the speaker of the United States house of represeintatives.

HOUSE CONCURRENT RESOLUTION NO. 1.

Authorizing the auditor to issue warrants for mileage of members, officers and attaches of the legislature."

Resolved by the Legislature of West Virginia:

That the auditor is hereby authorized to issue his warrants upon the treasurer in advance of the passage of the legislative appropriation bill, for such amounts as are, or may become due to the several members, officers and attaches of the senate and house of delegates, for their mileage, upon the proper requisition of the clerk of the senate and the sergeant-at-arms of the house, respectively.

HOUSE CONCURRENT RESOLUTION NO. 5.

(Adopted March 11, 1920.)

Providing for the printing and distribution of the Acts of the Extraordinary Session.

Resolved by the House of Delegates, the Senate concurring therein:

That the clerks of the two houses are hereby authorizd and directed to have printed and bound in buckram, 4600 copies of the Acts of this extraordinary session, including charters and general laws passed, and resolutions adopted, for distribution by the secretary of the state, according to law, except that each member of the legislature shall receive ten extra copies.
