as a part of such contracts, make insurance upon vessels,
freights, goods, wares, merchandise, specie, bullion, jewelry,
profits, commissions, bank notes, bills of exchange, and other
evidences of debt, bottomry and respondentia interests, and
every insurance pertaining to marine risks of transportation
and navigation.

SEC. 2. This act shall take effect from its passage.

CHAPTER 14.

An Act concerning Fishing in Lily Brook Reservoir or
Hitchcock Lakes in the Town of Wolcott.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. No person shall take, assist in taking, or attempt to take any fish from the waters of Lily Brook reservoir or Hitchcock lakes, so called, in the town of Wolcott by fishing through the ice, for a period of five years from the first day of February, 1915.

SEC. 2. Any person who shall violate any of the provisions of this act shall be fined not more than five dollars, or imprisoned not more than thirty days, or both.

CHAPTER 15.

An Act concerning the Inspection of Dairies and
the Sale of Milk and Cream.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. Any person claiming to be aggrieved by any order issued by any official authorized to prohibit the sale of milk or cream in any town, city, or borough may take an appeal from such order to the dairy and food commissioner. Such appeal shall be taken by filing in the office of said commissioner a copy of the order prohibiting such sale, with a brief informal statement of such grievance, and upon payment to said commissioner of a fee of five dollars. The commissioner shall account to the treasurer quarterly for the fees collected under the provisions of this act.

SEC. 2. The dairy and food commissioner, or his deputy, Investigation by within one week after the receipt of an appeal taken pursuant commissioner. to the provisions of section one, shall ascertain the methods employed by the person taking such appeal in producing, handling, or distributing milk or cream, and he shall inspect all implements and equipment used in the production or handling of the same, with the cows from which and barns and premises where such milk or cream is produced or procured, and shall make a finding of fact and determine whether the selling or distributing of milk or cream as conducted by such person is detrimental to the public health. Such commissioner, or his deputy, after such inspection, shall forthwith affirm, modify, or rescind any order prohibiting the sale of milk or cream by such person, provided the original order shall remain in force pending such appeal.

SEC. 3. Any person who shall violate the provisions of any order of any official authorized to prohibit the sale of milk or cream shall be fined not more than fifty dollars, or imprisoned not more than thirty days, or both.

An Act amending an Act concerning the Board
of Equalization.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. Section one of chapter 250 of the public acts Board of equaliz of 1911 is hereby amended to read as follows: The treasurer, comptroller, and tax commissioner shall constitute a board of of. equalization, and shall meet annually on the second Tuesday of April, and equalize and adjust the assessment list of each town by adding to or deducting from its list, or any part thereof, such amount as in their judgment may be necessary to raise or lower the list of any town to the actual cash value of the property therein contained, and in so doing may employ such assistance at such compensation as may seem to said board reasonable and necessary. When said board proposes to increase the list, or any part thereof, of any town the tax commissioner shall give notice, by mail, to the first selectman of such town, of such proposed increase and the amount thereof, fixing a time, not less than one week after the time of mailing such notice, when, and place where appearance may be made on behalf of such town, to be heard concerning such increase or the amount thereof; and such increase shall not be finally made until after such hearing, or, if no appearance be made, the time fixed for such hearing.

CHAP. 17

Such lists, after they have been equalized and adjusted, shall
constitute the general list of the state upon which state and
county taxes shall be imposed. The deputy treasurer shall be,
ex officio, the clerk of said board.

SEC. 2. This act shall take effect from its passage.

An Act concerning Assessment of Taxes in the
Town of Milford.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

The assessors of the town of Milford shall, on or before the fifteenth day of October, annually, post on the signpost therein or publish in a newspaper in said town, a notice requiring all persons therein liable to pay taxes to bring in written or printed lists of the taxable property belonging to them on the first day of September in that year.

CHAPTER 18.

An Act concerning the Assessment of Taxes in the
Town of Stratford.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. The assessors of the town of Stratford shall, in Town of Strat- on or before the first day of September, annually, post on the signpost in said town or publish in one or more newspapers having a circulation in said town, a notice requiring all persons therein liable to pay taxes to bring in written or printed lists of the taxable property belonging to them on the first day of September in that year.

SEC. 2. Every resident liable to give in a list of his taxable property in said town shall, on or before the first day of October, annually, give in his list, made and sworn to as prescribed by law, containing a description of all his estate, each parcel being separately described; and if he shall fail so to do, said assessors shall make a list for him, putting therein all property liable to taxation which they have reason to believe is owned by him, at the actual valuation thereof from the best information they may obtain, and add thereto ten per centum of

such valuation, and in such list they shall make a separate description and valuation of each parcel of real estate. When the first day of October comes on Sunday, the list may be made and sworn to the day following.

An Act concerning Incompatibility of Town Offices.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

Section 1813 of the general statutes is hereby amended to Incompatible read as follows: No selectman shall hold the office of town offices. clerk, town treasurer, or collector of town taxes of the same town during the same official year; no town treasurer shall hold the office of collector of town taxes of the same town during the same official year; nor shall any town clerk or selectman be elected a registrar of voters; and no registrar of voters shall hold the office of town clerk.

CHAPTER 21.

An Act concerning Fishing in Alexander's Lake.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. After July 1, 1916, no person shall fish in Alexander's lake in the town of Killingly, upon any day other than Tuesday, Thursday, and Saturday, and no person shall catch and take from said lake more than ten black bass and pickerel in any day.

SEC. 2. Every person who shall violate any provision of this act shall be subject to the penalties provided by section 3196 of the general statutes.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

Section 3161 of the general statutes is hereby amended to read as follows: No person shall take, or assist in taking, or attempt to take any fish with any seine or net in any of the following-named waters of this state: Blackberry river or any of its tributaries, in the towns of North Canaan and Norfolk; Chapman's pond, in the town of East Haddam; Cove pond, in the towns of Stamford and Darien; Hockanum river, in the town of East Hartford; Mianus or Mill river, in the town of Fairfield; and Waramaug lake, in Litchfield county; Middlefield reservoir or Black pond, in the town of Middlefield.
