TRAINING DESIGN

The Office of Equal Employment Opportunity, Department of Labor, is sponsoring a major training effort for the Regional and State staffs. The BLK Group, Inc., has prepared this training plan which includes what training is needed, training objectives, applications of training and the results expected. The plan also contains a description of the training design consisting of a training program and schedule, listings of lesson plans and video tapes, and individual lesson plans and student discussion guides. The training program emphasizes student participation and case studies in EEO.

A. NEED FOR TRAINING

A number of recent developments have increased
the potential impact of EEO programs. Recent
legislation has extended the scope of equal employ-
ment programs and has increased the authority for
enforcing fair employment practices to eliminate
artificial barriers to employment, make full utili-
zation of the potential of each individual worker,
and heighten the productivity of the national work
force. Available EEO information, data sources,
and procedures have not been fully exploited in the
past. The accumulation of legislation, regulations
and guidelines requires clarification and codifica-
tion into a concise EEO program for implementation.
There has been, or is planned to be, major new
emphasis in manpower programs and in concepts for
flexible, decentralized administration, for example,
in Manpower Revenue Sharing. These changes will
require a new approach to equal employment oppor-
tunity, and an increased emphasis on the EEO re-
sponsibilities of all staff. In a time of reduced
resources there is also a need for improved manage-
ment of EEO programs to maintain and extend their
effectiveness. In the EEO program, there is an
increasing emphasis on compliance and enforcement,
and effective management toward these ends, with less

emphasis on achieving attitudinal changes through persuasive methods. A major training effort is needed to develop and exploit opportunities for EEO in a changing situation and to make full use of all resources through improved management techniques.

TRAINING OBJECTIVES

To provide the information and skills needed by
key staff at the Regional and State level to train
other Regional, State and local staff in: (1) the
opportunities for making effective and significant
contributions toward equal employment opportunity
in Manpower Administration and State Employment
Service programs;
(2) the available information
and resources for equal opportunity programs; and
(3) improved management in the use of all staff
and resources in furthering equal employment
opportunities.

APPLICATION OF TRAINING

Regional Manpower Administration staff will be
trained at the Manpower Administration Staff
Training and Orientation Center (MASTOC) in
Overland Park, Kansas. It is expected that
Regional EEOR's will attend, together with the
RMA (or a representative) and key personnel of
the Regional staff such as the personnel officer,
the training officer, a representative of the
Research and Analysis section, and a representa-
tive of the Unemployment Insurance section. These
staff members will be expected to train, with the
aid of a prepared training package, the remaining
Regional staff, including the Area Operations
Officers (AAO's), Government Authorized Repre-
sentatives (GAR's), State Minority Group Repre-
sentatives (MGR's), and key State Employment
Service staff. Persons trained by the Regional
staff will be expected to conduct training within
their area of responsibility, e.c., State and local
ES staff, Federal contractors, and Manpower Revenue
Sharing prime sponsors.

The training program has been pre-tested on a group of personnel from the national offices of the

Manpower Administration in Washington, D. c.

RESULTS OF TRAINING

It is expected that trainees will be aware of the potential impact of the EEO program, knowledgeable as to information, data and procedures, and know how to manage EEO planning and resources to make maximum impact on the EEO program.

TRAINING ASSIGNMENT

The training design consists of a training program and schedule, a listing of instructional units and lesson plan outlines, and student discussion guides.

TRAINING PROGRAM AND SCHEDULE

The training program course content is presented by major topic with key content references. The designated trainer, the training method, and the required aids to training are listed. The topic outline indicates the EEO content and objectives, and the method indicates the use of individual and group training methods.

LESSON PLAN OUTLINES

Individual lesson plan outlines will describe
the EEO content to be covered and the training
method to be used.
