DRAWBACKS. Upon proof to the satisfaction of the Secretary of the Treasury, that any
unregistered vessel was the property of a citizen of the United States on
13th May, 1800, he shall grant a certificate to entitle to certain priviledges,
goods imported into certain ports and transported by inland conveyance to
others and thence exported, entitled to drawback,
