Senator EVANS. Thank you. We'll wait until we get to our questions and answers, then we can do that. We'll attach the documents you have attached as part of the record except for the one that repeats a hearing of the Committee on Commerce, Science and Transportation, we'll make a reference to that, because that's already in the record.

STATEMENT OF YVONNE MONTCHALIN, FRIENDS OF THE
COLUMBIA GORGE

Ms. MONTCHALIN. Thank you for your patience and your stamina. I'm Yvonne Montchalin, and have been a resident of Skamania County for more than 30 years until recently, when I move into eastern Clark County near Washougal. I have retained my real property holdings in Skamania County. They are located across the Columbia River from Mulnomah Falls.

The sensitive beauty of the magnificent gorge of the Columbia River is under constant and repeated threat of being despoiled through ill-advised development, development occurring on all levels of government-local, State, and Federal.

There are more than 50 separate governmental agencies which have various degrees of responsibility for land use planning and the management of the lands lying on both shores of the Columbia River. No one of these agencies can presently furnish needed protection.

Recently, the 65-acre, proposed, 21-lot, Rizor sub-division was halted only by a suit filed by private citizens, of whom I was one. The development was approved by the Skamania County officials as short plats in direct violation of Washington State law. The suit was settled with the entering of a stipulated judgment in favor of plaintiffs. The Trust for Public Land, a nonprofit, San Franciscobased organization has since purchased the tract.

Another proposed development lies approximately miles west of Beacon Rock. The Yound Land Trust proposal consists of 83 lots to be located upon 78.5 acres of undeveloped wetlands and shoreline. The majority of the lots are to be served with septic tanks. This development has been approved by the Skamania County Planning Commission and the Skamania County Board of County Commissioners. Citizens have now appealed that approval to the Shoreline Hearing Board.

The State of Oregon last year attempted to sell Hood River's Ruthton Park to the highest bidder. The matter was resolved in an agreement reached between the State and Hood River County Commissioners.

Similarly, the State of Washington attempted to trade 40 acres of Beacon Rock State Park to the Department of Transportation, which department planned to sell the tract to the highest bidder. Interested citizens rallied in opposition to the action and it was withdrawn from consideration.

Federal policy has encouraged incompatible projects in some of the most pristine areas of the gorge. One example is a $5.5 million
