DANIEL J. EVANS, A U.S. Senator EVANS. Welcome to all of you on this lovely fall morning in Washington State. I can only tell you as a lifelong Washingtonian who has at least for part of the year now been banished to Washington, DC, for duty, it's fun to be back home. Let me begin this morning with some ground rules, and_also some history of the gorge and proposed gorge legislation. Then we'll be prepared for your testimony. As you all know, this is a hearing of the Public Lands and Reserved Water Subcommittee of the Senate Committee on Energy and Natural Resources. The subcommittee will receive testimony on the management by Federal and non-Federal entities of land within the Columbia River Gorge in the States of Oregon and Washington, and the possible need for Federal legislation to protect scenic, natural, cultural and other resource values in the Columbia River Gorge. The Columbia Gorge has for many years been recognized as a nationally significant resource. As early as 1937, the Columbia Gorge Committee of the Northwest Regional Planning Commission recognized the danger of uncontrolled development on the gorge. During the last session of Congress, attempts were made to enact Federal legislation to regulate development of the gorge area. On March 1, 1983, Senator Packwood introduced S. 627, the Columbia River Gorge National Scenic Area Act of 1983. S. 627 would establish a National Scenic Area in the gorge to be administered by the U.S. Forest Service: The Forest Service, with the advise of a regional (1) |
