establishment of community high schools or from any other cause, and to report methods of securing more equitable taxation for school purposes. (d) To consider means for securing sources of revenue for school purposes in addition to direct taxation. (e) To investigate the necessary and comparative needs and expenditures for elementary and higher education. (f) To investigate the proper functions of the normal schools, their proper and necessary courses of study and the necessity for uniformity of methods, study and administration for all the State normal. schools; to investigate the causes of decreased attendance at many of the State normal schools; to ascertain their unused facilities and their accommodations for additional students; to investigate the propriety of grades; to investigate the methods of the pupils' training department at the State normal schools with a view to ascertaining their efficiency and whether advantageous or otherwise to the pupils taught therein by normal school students. (g) To investigate the present and future needs of the State university with a view to providing university education for all students of the State qualified to enter and desirious of entering the university. To consider the advisability of restricted attendance at one center in certain courses, and to permit instruction in prescribed courses of the university of one or more or all of the State normal schools, if such procedure is consistent with the best purposes of both pedagogic and university education. (h) To consider the policy of placing all of the State's higher institutions of learning under the management of a single controlling body. (i) To investigate housing conditions for students at the higher institutions of learning and to consider means of moral and physical, as well as cultural development of students. (j) To establish a plan of vocational education and determine its place in our educational system. (k) To investigate any and all other matters that may improve the educational policies and school laws of this State. The Illinois educational commission shall make an exhaustive and thorough study and investigation of the matters herein specified and shall report its conclusions, findings and recommendations thereon to the Fifty-fourth General Assembly. § 3. The Illinois educational commission shall have power to secure, employ and retain all technical and expert assistance required to execute fully the powers and duties enjoined by this Act. It shall employ a secretary to the commission and fix his salary. § 4. It shall be the duty of all schools of this State, the State university, the five State normal schools and instructors, all public schools of the State, their officials and instructors, all public officials, the Attorney General, all State departments, officials, institutions, boards and commissions, to render to the Illinois educational commission any and all assistance that may be required of them by such commission, and to give such commission such information, opinions, data and statistics concerning the subject matters herein authorized as the commission may request. The commission may conduct investigations and hearings, may subpoena witnesses, issue subpoenas to require the production of books, papers, records and documents which may be needed as evidence of any matter under inquiry and any member of the commission may administer oaths and affirmations. Subpoenas shall be signed by the president and shall be served by any sheriff, constable or other person of full age. If any person who has been properly served refuses or neglects to appear and testify, or to produce relevant books, papers, records or documents, the commission may petition the Circuit Court of the county in which the hearing is being held for an order requiring the witness to attend and testify or to produce the documentary evidence. The Circuit Court shall hear the petition and if it appears to the court that the witness should testify, or should produce the documentary evidence, may enter an order requiring the witness to obey the subpoena. The court may compel obedience to its order by attachment proceedings as for contempt of court. § 5. The chairman of the commission shall receive for his services during the period the commission is in existence the sum of five thousand dollars. The other member appointed from among the citizens of the State shall receive one thousand dollars for the same period. Neither the Governor nor the four members appointed from the General Assembly shall receive a salary, but all members of the commission shall be reimbursed for their actual and necessary traveling and other expenses. § 6. The sum of fifteen thousand dollars or so much thereof as may be necessary is hereby appropriated to defray the expenses of the commission and the members thereof in carrying out the provisions of this Act. The Auditor of Public Account shall draw his warrant upon the presentation of itemized vouchers, certified to as correct by the chairman of the commission, and approved by the Director of the Department of Finance. AN ACT authorizing the acceptance by the State of certain land in McHenry County and the acceptance, operation and maintenance of a dam, lock and fishway located thereon. Be it enacted by the People of the State of Illinois, represented in the General Assembly: SECTION 1. For and on behalf of the State of Illinois, the Department of Public Works and Buildings shall have the power to acquire by donation, the title to the following land: Beginning at a point thirty-six (36) rods east and fifty-six (56) rods north of the south-west corner in Section one (1), Township forty-four (44), Range eight (8) east of the Third Principal Meridian in McHenry County, Illinois, four (4) rods from high water mark on the west bank of Fox River, and marked by a stake 52 links north, 25° west of a willow tree 12 inches in diameter; thence south 23° east, fourteen (14) rods; thence south 19° east, eleven (11) rods; thence south 3° west, thirty-five (35) rods to a stake about three rods south of section line; thence east four (4) rods to the river bank; thence following the bank of river to a point four (4) rods east of place of beginning; thence west to place of beginning; the same containing one and one-half acres; Also, a strip of land on the west bank of Fox River four (4) rods by sixty (60) rods long, in Sections one (1) and twelve (12), to begin at the outlet of the stream or creek that discharges its water from the north part of the land in Section one (1) to Fox River, Township forty-four (44), Range eight (8) east of the Third Principal Meridian; Also, commencing in the center of the river, 390 feet south of the north line of the south-east quarter (S. E. 4) of the north-west quarter (N. W. 4) of Section No. twelve (12), Township No. fortyfour (44) north, Range No. eight (8) east of the Third Principal Meridian; thence in a south-easterly direction in the center of the river, 100 feet; thence west to the river bank and highwater mark of said river; thence west, 100 feet; thence in a north-westerly direction, following and parallel to and keeping 100 feet from the highwater mark of said river, 100 feet; thence east to the place of beginning; all of said land being situated in the town of Nunda, county of McHenry and State of Illinois: The title to said land shall be taken in the name of the People of the State of Illinois and the deed or deeds conveying such property shall be deposited in the office of the Secretary of State. The land so acquired shall be reserved for the purpose of maintaining thereon the dam, boat lock and fishway now situated thereon. § 2.
