AN ACT to provide for the ordinary and contingent expenses of the office of the Superintendent of Public Instruction until the expiration of the first fiscal quarter after the adjournment of the next regular session of the General Assembly. Be it enacted by the People of the State of Illinois, represented in the General Assembly: SECTION 1. That the sum of $177,440 or so much thereof as may be necessary for the objects and purposes hereinafter named, be, and is hereby appropriated to meet the ordinary and contingent expenses of the office of the Superintendent of Public Instruction until the expiration of the first fiscal quarter after the adjournment of the next regular session of the General Assembly: (1) To the Superintendent of Public Instruction: For salaries and wages. For the following positions at not to exceed the annual rates herein specified: 1 Supervisor of high schools......$ 4,800 per annum 1 Supervisor of high schools.. 1 Supervisor of high schools.. 3 Assistant superintendents @ 4,200 per annum .$102,540 12,600 per annum 3,780 per annum 3,000 per annum 3,180 per annum For compensation deputy examiners conducting entrance examinations to medical and dental colleges... No disbursements from appropriations herein made shall be made for rental of office or other space, buildings or land, except in pursuance of a written lease entered into by the Superintendent of Public Instruction and the owner or authorized agent of the property. Such lease shall in no event extend beyond June 30, 1925, except that the lease may contain a renewal clause subject to acceptance by the State after that date. A copy of such lease or leases shall be filed in the office of the Secretary of State within thirty days after execution. § 3. Amounts paid from appropriations for personal service of any officer or employe of the State, either temporary or regular, shall be considered as full payment for all services rendered between the dates specified in the payroll or other voucher and no additional sum shall be paid to such officer or employe from any lump sum appropriation, appropriation for extra help or other purpose or any accumulated balances in specific appropriations, which payments would constitute in fact an additional payment for work already performed and for which remuneration had already been made. § 4. When an appropriation is made for personal service for specific positions at a fixed rate or at a rate not to exceed a certain amount the incumbents of such positions at the time the appropriation law goes into effect, shall be paid at such rate in full and a smaller rate may be paid to persons entering upon the duties of such positions after such appropriation law goes into effect. § 5. AN ACT to provide for a survey and report by the Department of Public Welfare of the numbers, location and types of specially handicapped children of school age within the State of Illinois, to be known as the survey of specially handicapped children. SECTION 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly: That the Department of Public Welfare shall make and conduct a Survey, to be completed within two years after the passage of this Act, covering the numbers, location and types of specially handicapped children of school age within the State of Illinois, and shall, in cooperation with representatives assigned by the Illinois Departments of Public Health and Public Instruction, and board of education of Chicago, prepare and publish a report containing the findings and recommendations resulting from such survey. § 2. The Director of the Department of Public Welfare shall determine (with the cooperation of representatives to be assigned by the Illinois Departments of Public Health and Public Instruction and the board of education of Chicago) the manner in which the survey shall be conducted, shall select the necessary personnel to conduct the survey, and report the findings resulting therefrom to the General Assembly and to the Governor. Said Director of the Department of Public Welfare shall have power to fix the compensation of those employed on the survey and to incur such other expenses as are properly incidental to the making of the survey. §3. The survey shall include in its study the numbers, location and types of all specially handicappd children of school age from the medical, psychological and social standpoints, and the findings shall cover all facts connected therewith, relating to the work of the Illinois Departments of Public Welfare, Public Health, and Public Instruction, and board of education of Chicago, the health of such specially handicapped children, and any other facts of value in the improvement of the general welfare of such children. § 4. For the purpose of this Act the phrase "Children of school age," shall include every child who has passed its sixth birthday but not its fourteenth birthday, whether in attendance at school or not, and of every child who has passed its fourteenth birthday who is actually in attendance at a school. § 5. For the purpose of this Act "specially handicapped children" shall be defined as including the following three groups of children: (a) All children of school age who are three years retarded in school grades or the mental equivalent in retardation in those children who have not had three years in school. (b) All children of school age who are delinquent; that is, those who display antisocial tendencies, incorrigibility, or any similar characteristics. (c) All children of school age who, in the opinion of the teachers, are different or stand out from the others by reason of physical or mental handicaps such as any of the following characteristics: Melancholia, having fits or spasms, extreme nervousness, stammering, hysterical, physical and mental factors otherwise sufficient to interfere with their progress in school, interfere with the progress of other pupils, or to constitute a disturbing factor to teachers or pupils. § 6. The Superintendent of Public Instruction shall appoint a director of classes for specially handicapped children who shall assist school authorities in the classification of these special types and their organization into classes suitable to their handicaps in those localities in Illinois where such special facilities are not now available. § 7. The sum of sixty thousand dollars ($60,000) or so much thereof as may be necessary is hereby appropriated as an additional appropriation for the work of the Illinois Department of Public Welfare to amplify the present facilities of this department to carry on and complete the survey herein provided for, and the Auditor of Public Accounts is hereby authorized to draw his warrants for the foregoing amount or any part thereof in payment of any expenses, charges or disbursements authorized by this Act properly itemized and certified to by the Director of the Illinois Department of Public Welfare. Be it enacted by the People of the State of Illinois, represented in the General Assembly: There is hereby appropriated to the University of Illinois for the two years beginning July 1, 1923, and until the expiration of the first fiscal quarter after the adjournment of the next General Assembly, the sum of four million dollars ($4,000,000) per annum, payable as follows: Out of money paid into the State treasury and set apart for the use and maintenance of the University of Illinois, in accordance with an Act entitled, “An Act to provide by State tax for a fund for the support and maintenance of the University of Illinois," approved June 10, 1911, in force July 1, 1911, as amended June 30, 1919, two million six hundred thousand dollars ($2,600,000) per annum; out of any funds in the State treasury not otherwise appropriated, one million four hundred thousand dollars ($1,400,000) per annum; for the following objects and purposes: For salaries and wages.. For office expenses, including printing and publications For travel ... For operation For repairs For equipment For improvements other than new buildings.. There is hereby appropriated to the University of Illinois for the two years beginning July 1, 1923, and until the expiration of the first fiscal quarter after the adjournment of the next General Assembly, the sum of one million two hundred fifty thousand dollars ($1,250,000) per annum, payable out of any funds in the State treasury not otherwise appropriated, for buildings and land as follows: For the first unit of a library building and equipment ... There is hereby appropriated to the University of Illinois for the two years beginning July 1, 1923, and until the expiration of the first fiscal quarter after the adjournment of the next General Assembly, for the payment of interest on the endowment funds of said University as provided by section 2 of an Act entitled, "An Act to make appropriations for the University of Illinois, and providing for the management of the funds of said University and for the protecting of the interest of the State in connection therewith," approved and in force June 11, 1897, the sum of thirty-two thousand five hundred dollars ($32,500) per annum, or so much thereof as may be necessary. |
