of Learning, being amended by the adoption of the first resolution recommended by the committee of the whole, was concurred in.

Mr. Poindexter moved further to amend the said report by adding the following resolution:

Resolved, That Congress have power, under the Constitution, to appropriate money, in aid of the construction of roads and canals, which shall be laid out and constructed, under the authority of the legislatures of the states through which they pass.

And the question being taken thereon;

It was determined in the negative.

Ordered, That the said report and resolution as amended, be laid on the table.

Ordered, That the committee of the whole, to which was referred sundry memorials and petitions on the subject of internal improvements in the construction of roads and canals, from the legislature of the state of Ohio, and from sundry citizens of the state of Virginia, be discharged from a further consideration thereof, and that they be referred to the committee on so much of the President's message as relates to Roads, Canals, and Seminaries of Learning.

A message, in writing, was received from the President of the United States, by Mr. Joseph J. Monroe, his Secretary, which was read as follows, viz:

"To the Speaker of the House of Representatives:

In compliance with a resolution of the Senate, of the 16th December, and of the House of Representatives, of the 24th February last, I lay before Congress, a report of the Secretary of State, and the papers referred to in it, respecting the negotiation with Spain. To explain fully the nature of the differences between the United States and Spain, and the conduct of the parties, it has been found necessary to go back to an early epoch. The recent correspondence, with the documents accompanying it, will give a full view of the whole subject, and place the conduct of the United States, in every stage, and under every circumstance, for justice, moderation, and a firm adherence to their rights, on that high and honorable ground, which it has invariably sustained.

Washington, March 14, 1818."
