FIRST LEGISLATURE OF THE TERRITORY OF HAWAII

FIRST DAY.

House of Representatives,

Honolulu, T. H., February 20th, 1901. At the hour of 10 o'clock a. m. on Wednesday, the 20th day of February, 1901, being the hour and the day designated by an Act of Congress entitled “An Act to Provide a Government for the Territory of Hawaii,” approved on the 30th day of April, A. D). 1900, for the assembling of the Legislature, the memberselect of the House of Representatives of the First Legislature of the Territory of Hawaii assembled in the former Throne Room at the Capitol Building in IIonolulu, the seat of government, at which hour the Honorable F. W. Beckley, of Maui, Molokai, Lanai and Kahoolawe, arose and nominated the Honorable R. H. Makekan, of Puna, Hilo and Hamakua, for Temporary Speaker of the House of Representatives of the First Legislature of the Territory of Hawaii. The motion, being seconded, was put and

On the Temporary Speaker's taking the Chair, Mr. Beckley, of Maui, Molokai, Lanai and Kahoolawe, moved that the Honorable W. Mossman, Jr., of West Oahu, be appointed Tempol'ary Clerk. Carried.

carried.

Mr. Emmeluth, of West Oahu, moved that a Committee on Credentials be appointed, which, upon being seconded, was put and carried. The Temporary Speaker then appointed Messrs. J. Apukai Akina, of Kauai and Niihau; John Emmeluth, of West Oahu, and A. G. M. Robertson, of East Oahu, as the Committee on Credentials.

The House then, on motion of Mr. Beckley, stood in recess to await the report of the Committee on Credentials.

On re-convening after a recess of ten or fifteen minutes, the Chairman, Mr. Akina, presented the report of the Committee on Credentials, stating that they found all members-elect present and entitled to seats in the House of Representatives of the First Legislature of the Territory of Hawaii.

The Temporary Speaker thereupon called the Roll, and the following twenty-eight gentlemen answered to their names:

First Representative District, comprising the districts of Puna, Hilo and Hamakua, Island of Hawaii---Messrs. J. Ewaliko, S. H. Haaheo, R. H. Makekau, W. B. Nailima---4.

Second Representative District, comprising the districts of Kau, Kona and Kohala, Island of Hawaii-Messrs. H. M. Kaniho, J. Monsarrat---2.

Third: Representative District, comprising the Islands of Maui, Molokai, Lanai and Kahoolawe---Messrs. J. Ahulii, F. W. Becky G W Dilevi.T. K Hihio, G. P. Kauimakaole, S. Kawaihoa---6.

Fourth Representative District, comprising that portion of the Island of Oahu east and south of Nuuanu street, and a line drawn in extension thereof from the Nuuanu Pali to Mokapu-Messrs. William Aylett, A. F. Gilfillan, W. H. Hoogs, J. W. K. Keiki, Jonah Kumalae, A. G. M. Robertson---6.

Fifth Representative District, comprising that portion of the Island of Oahu, lying west and north of the Fourth DistrictMessrs. J. Emmeluth, S. K. Mahoe, J. P. Makainai, W. Mossman, Jr., J. K. Paele, J. K. Prendergast---6.

Sixth Representative District, comprising the Islands of Kauai and Niihau---Messrs. J. A. Akina, I. K. Kaauwai, R. Puuki, S. W. Wilcox---4.

On motion of Mr. Beckley, the report of the Committee on Credentials was adopted.

Mr. Mahoe, of West Oahu, moved that a Committee of three be appointed to wait upon the Honorable Chief Justice of Hawaii, or other qualified officer, with a request to be present in the House for the purpose of administering the oath of office to the members-elect of the House. Carried.

The Temporary Speaker thereupon appointed Messrs. Mahoe, of West Oahu; Beckley, of Maui, Molokai, Lanai and Ka
