BILLS DELIVERED TO GOVERNOR.

When a Bill has finally passed and has been properly typewritten, it shall be attested by the presiding officer and clerk of the House last acting on it, whereupon without delay it shall be taken by at least two members of the Committee on Passed Bills to the Governor for his signature or other action. The time of the delivery of each Bill to the Governor shall be carefully noted by the Committee and reported to the Clerk of the House wherein the Bill originated, who shall record the title of the Bill and the date of such delivery in a book to be kept for that purpose.

ACTION ON VETOED BILLS.

If the Governor shall veto any Bill, or part of a Bill, each House shall enter the message accompanying such veto at large upon its Journal, and shall thereafter proceed to reconsider such Bill, or part of a Bill, and again vote upon the same by calling the ayes and noes, and entering upon said Journal. If such a Bill shall receive at least two-thirds affirmative votes of all the elective members to which each House is entitled, it shall become law irrespective of such veto. Upon such reconsideration the question shall be thus stated: "Shall this Bill become law irrespective of the veto of the Governor?"

JOINT RESOLUTIONS.

Joint Resolutions are such as require the action of both Houses of the Legislature. They shall be treated in all respects as Bills, excepting that they shall require but one reading in each House. Concurrent Resolutions shall not require the signature of the Governor.

23.

PRINTING BILLS, ETC.

When Bills and Joint Resolutions or other matter requiring the action of both Houses shall be printed, a sufficient number of copies shall be struck off for all of the members and officers of both Houses, the several Departments of the Government, and such further number as may be ordered.

24.

AMENI MENTS TO JOINT RULES.

Amendments to the Joint Rules shall be made only by concurrent action of both Houses.

Whereas, the Legislature at its regular session of 1901 has failed to pass appropriation bills providing for paymments of the necessary current expenses of carrying on the Government and meeting its legal obligations:

I, Sanford B. Dole, Governor of the Territory of Hawai', by virtue of the authority in me vested by law, hereby call the Legislature to meet in extra session for the consideration of appropriation bills for the coming biennial period, on Wednesday, the eighth day of May, A. D. Ninenteen hundred and one.
