On motion of Mr. Makekau, the motion made by Mr. Emmeluth and carried on the previous, session day, designating Assistant Clerk S. K. Pua as Journal Clerk, was reconsidered and rescinded.

The following Bill was taken up for consideration on its third reading:

H. B. No. 1, by Mr. Mossman, entitled "An Act to appropriate money for the purpose of defraying the expenses of the session of the Legislature of the Territory of Hawaii of the year 1901 from the Public Treasury."

Upon the motion that the Bill do pass, the ayes and noes were called, with the following result:

H. B. No. 8, by Mr. Puuki, entitled "An Act to amend Section 117, Chapter 10, of the Civil Laws of 1897, relating to attending schools." On motion of Mr. Mahoe, the Bill was referred to the Committee on Public Health and Education.

H. B. No. 9, by Mr. Kaniho, entitled "An Act to repeal Section 922, 925, and the second paragraph of Section 924, Part V, Chapter 59, of the Penal Laws as compiled in 1897, relating to vaccination." On motion of Mr. Mahoe, the Bill was referred to the Committee on Public Health and Education.

H. B. No. 10, by Mr. Robertson, entitled "An Act to amend Section 30 of Chapter LVII of the Session Laws of 1892." On motion of Mr. Robertson, the Bill was referred to the Committee on Judiciary.

REPORTS OF STANDING COMMITTEES.

The following reports of Standing Commititees were presented:

On Petition No. 2, by Mr. Mahoe, relating to the abolishment of certain permits, regulations, laws, etc., from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that the prayer of the petition of certain residents and voters of the Second Precinct of the Fifth District be denied and the petition rejected. On motion of Mr. Robertson, the report of the Committee was received and consideration of same was postponed and placed on the Order of the Day for March 6th.

On H. B. No. 3, by Mr. Robertson, entitled "An Act relating to the jurisdiction of Circuit Judges at Chambers in matters concerning the relation of Guardian and Ward; and amending Section 1367 of the Civil Code and Section 38 of Chapter 57 of the Session Laws of 1892 as amended by Act 56 of the Session Laws of 1898," from Mr. Emmeluth, Chairman of the Committee on Judiciary, recommending that Bill do pass. On motion of Mr. Robertson, consideration of the report was postponed, to be taken up with the Bill.

On H. B. RESOLUTIONS.

The following Resolution was introduced:

H. J. R. No. 3, by Mr. Emmeluth, directing the Superintendent of Public Works not to further issue building permits within the burned district, Honolulu, unless it is for fireproof building, was, on motion of Mr. Makainai, taken up from the table. Mr. Emmeluth offered an amendment that a Committee of three be appointed to investigate the burned district and report within ten days.

On motion of Mr. Hihio, the House thereupon stood in recess until 2 o'clock p. m.
