PRIVILEGED REPORTS.

Mr. Prendergast, Chairman of the Committed on Revision, Enrollment and Printing, reported that the following Bill had been presented to the Governor for signature at the hour of 12 o'clock m., on the 8th day of July:

H. B. No. 4, by Mr. Makekau, entitled "An Act to appropriate money for the purpose of defraying the expenses of the Extra Session of the Legislature of the Territory of Hawaii of the year 1901 from the public treasury," being duly enrolled as II. E. A. No. 2.

RESOLUTIONS.

The following Resolution was introduced:

H. R. No. 32, by Mr. Prendergast, as follows:

Resolved, that the Constitution of the United States and the Organic Act creating the Territory of Hawaii, be printed and bound with the House Journal.

Mr. Prendergast moved that the Resolution be adopted. Mr. Beckley moved to amend the Resolution by inserting the words "provided, after all other bills are paid, there be sufficient money remaining in the Treasury to the credit of the appropriation for legislative expenses." Mr. Mahoe moved that the

Resolution be tabled. Carried.

On motion of Mr. Makekau, the House thereupon adjourned until 2 o'clock p. m., Friday, July 12th.

COMMUNICATIONS FROM CONFERENCE
COMMITTEES.

The following communication from the Conference Com mittee to whom had been referred the amendments proposed by the Senate to H. B. No. 2, by the Committee on Finance, entitled “An Act making appropriations for salaries and pay rolls during the two years which will end with the Thirtieth day of June, A. D. 1903," and H. B. No. 3, entitled "An Act making special appropritions for the Departmental use of the Territory during the two years which will end with the Thirtieth day of June, A. D. 1903," was read:

Sir: I have the honor to inform you that, at a session of the Conference Committee of the Senate and House on the two Appropriation Bills of the House, held this day, the following motion made by Representative Emmeluth, was carried and the Clerk instructed to inform your honorable body of such action:

MOTION.

That the Conference Committee recommend to the Senate and the House of Representatives the insertion in the Currons Expenditures Apppropriation Bill of the following items:

1.

United States Marine Hospital Service .. .. ..$19 00 2. For the purchase of land for a site for a Hospital for Incurables as hereto attached.

Relative to this last item, the accompanying document was presented by Representative Emmeluth.

The amendment recommended by the Conference Committee was as follows:

For the Purchase of Land for a Site for a Hospital

for Incurables $20,000 00 Provided, However, that should a transfer and conveyance be made to the Trustees of such Hospital of a parcel of the public lands suitable for the purposes of such Hospital, the sum hereby appropriated shall no longer be available for such purpose.

Such transfer and conveyance of public land if hereby authorized without further consideration upon condition that whenever such parcel of land shall cease to be used for such purposes for three consecutive years the same shall revert to the Govern

ment.

And Provided Further, that should this appropriation or any portion thereof be used for the purchase of land for such purposes, the land so acquired shall revert to and become the property of the Government whenever the same hall cease to be used for such purposes for three consecutive years.

And, Provided Further, that this appropriation and (or) the conveyance of public land as aforesaid are upon condition: (1) That suitable buildings, which, together with the equipment thereof, shall cost not less than fifty thousand dollars, be erected and provided within two years from the date hereof; the plans for such buildings to be first approved by the Board of Health and the Superintendent of Public Works. (2). That the hospital so established be maintained as an institution for the treatment of incurable diseases. (3). That such hospital shall at all times be open to the inspection of the public health officers.

All payments under this appropriation may be made to the Trustees of such hospital.

Mr. Monsarrat moved that the recommendation of the Conference Committee be adopted. Seconded by Mr. Dickey. Mr. Makekau moved to postpone consideration until the report of the Conference Committee is received. Mr. Beckley moved to amend the recommendation by adding a proviso that only persons residents of the Territory for at least one year prior to seeking admission shall be admitted to the said hospital for free treatment therein. Mr. Keliikoa moved the previous question, which was thereupon ordered. Mr. Paele moved that the ayes and noes be called on the motion to postpone consideration. The ayes and noes were thereupon ordered, with the following result:

Ayes---Messrs. Ahulii, Haaheo, Hihio, Kaauwai, Kauimaka ole, Keliikoa, Mahoe, Makekau, Nailima, and Paele---10.
