BILLS ON FIRST READING.

The following Bills were read by title, passed first reading, and were ordered printed:

S. B. No. 74, by Mr. J. Brown, entitled "An Act to amend Section 710 of Chapter 55 of the Civil Laws, set forth in a compilation made by Sidney M. Ballou, under authority of the Legis lature and published and entitled Civil Laws, relating to Awa."

S. B. No. 101, by Mr. Nakapaahu, entitled "An Act to amend Section 30 of Chapter LVII of the Session Laws of 1892."

REPORTS OF STANDING COMMITTEES.

The following reports of Standing Committees were presented:

On Petition No. 31, by Mr. Beckley, relating to the pay of teachers, from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that consideration be postponed, to be taken up with the Appropriation Bill. The report was adopted.

On Petition No. 62, by Mr. Makekau, relating to the regulation of the manufacture of poi, from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that the petition lie on the table. The report was adopted.

On Petition No. 63, by Mr. Makekau, asking for a law regu lating the price of fish, from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that the petition be tabled. On motion of Mr. Mahoe, consideration of the petition and report was postponed, to be taken up when the Bill upon the subject should be under consideration.

On Petition No. 71, by Mr. Puuki, praying for the abatement of Iwilei bone meal nuisance, from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that the matter be called to the attention of the Board of Health, with a request that the nuisance be abated.

On Petition No. 15, by Mr. Ahulii, asking for an appropriation of $1,500 for a school and teacher's cottage at Mokulau, Hana, Maui, from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that the appropriation be made as prayed for. Consideration postponed, to be taken up with the Appropriation Bill.

On Petition No. 73, by Mr. Paele, from residents of the Second Precinct, Fifth District, Honolulu, asking for the abolition of post mortems, from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that the prayer of the petition be denied. Consideration postponed, to be taken up with Bill relating to the same subject.

RESOLUTIONS.

The following Resolutions were introduced:

H. R. No. 129, by Mr. Haaheo, asking for an appropriation of $500 for a teacher's cottage at Kapoho, Puna, Hawaii. Consideration postponed, to be taken up with the Appropriation Bill.

H. R. No. 129A, by Mr. Kauimakaole, asking that the Sergeant-at-Arms be instructed to supply members with fountainpens. Mr. Kauimakaole moved that the Resolution be adopted. Seconded by Mr. Kumalae. Mr. Keliikoa moved that the Resolution be tabled. The motion to table was lost by the decision of the Speaker on a tie vote, whereupon the motion to adopt the Resolution was also lost.

H. R. No. 130, by Mr. Aylett, asking for an appropriation of $11,000 for macadamizing Young Street, Honolulu. Consideration postponed, to be taken up with the Appropriation Bill.

H. R. No. 131, by Mr. Mahoe, directing that a warrant be issued in favor of James K. Kaulia for services rendered on Coun

ty Bill. Mr. Mahoe moved that the Resolution be adopted. Mr. Mahoe moved the previous question, which was thereupon ordered, and the Resolution was adopted.

BILLS ON FIRST READING.

The following Bill, notice of which had previously been given, was introduced, read by title, passed first reading, and was ordered printed:

H. B. No. 126, by Mr. Paele, entitled "An Act to provide for the punishment of persons who shall obtain advances under promise or agreement to work, and who shall refuse to commence or complete said work." Mr. Paele moved that the Bill do pass. Mr. Dickey moved that the Bill be rejected. The motion to reject was lost. Whereupon the Bill passed its first reading and was ordered printed.

BILLS ON SECOND READING.

The following Bills came up for consideration upon their second reading:

H. B. No. 66, by Mr. Beckley, entitled "An Act repealing Act 60 of 1896, also Chapter LXXII of the Session Laws of 1892, and all laws and regulations inconsistent herewith," upon report of Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that the Bill be amended by substituting therefor the following Bill:

ΑΝ ACT

REORGANIZING THE BOARD OF HEALTH AND DE-
FINING ITS DUTIES AND POWERS.

Be It Enacted by the Legislature of the Territory of Hawaii:

Section 1. There shall be a Board of Health for the Terri tory of Hawaii, constituted as follows:

1st.

A President.

2nd. Vice President.

3rd. A Territorial Superintendent of Leper Settlement.
4th. One County Sanitary Officer for each County.
5th. A Secretary to Board.

6th. The United States Marine Hospital Officers in charge of local quarantine stations shall be honorary members of said Board.

Section 2. The President of the Board of Health shall be appointed by the Governor, by and with the approval of the Senate. He shall be the Executive and purchasing officer as well as assume all other duties generally pertaining to the position of
