Section 1 was read. Mr. Dickey moved an amendment by adding the following words at the end of the Section "except as ctherwise herein provided." Seconded by Mr. Kumalae. Carried. Whereupon, on motion of Mr. Emmeluth, Section 1 passed. Section 2 was read and passed.

Section 3 was read and, on motion of Mr. Emmeluth, amended by striking out, in line 1 thereof, the word "any" and inserting in lieu thereof the words "the last", whereupon the Section passed as amended:

Sections 4, 5, 6 and 7 were read and passed.

On motion of Mr. Emmeluth, the Bill passed its second reading, and was ordered typewritten and placed on the order of the day for April 23rd.

BILLS ON THIRD READING.

The following Bills were taken up for consideration upon their third reading:

S. B. No. 32, by Mr. Kanuha, entitled "An Act to define the Territorial Seal." Mr. Kaniho moved that the Bill do pass. Mr. Emmeluth moved an amendment by striking out in Section 1, and line 11 thereof, the word "Territorial" and inserting in lieu thereof the words "late Hawaiian". Carried. Upon the motion that the Bill do pass, the ayes and noes were called, with the following result:

The following Bill came up for consideration upon its second reading:

II. B. No. 71, by Mr. Makekau, entitled "An Act for the regulating and conducting of games of chance at which or other articles of value may be lost or won," together with the report of the Committee on Miscellany, and the opinion of the Attorney General on the construction to be placed upon the word "lottery as used in Section 55 of the Organic Act. The Committee had recommended that the Bill do pass, provided the opinion of the Attorney General were favorable, and the Attorney General stated in his opinion that the word "lottery" did not cover all games of chance. Mr. Makekau moved that the Bill do pass. Seconded by Mr. Keiki. Mr. Dickey moved that consideration of the Bill be indefinitely postponed. Seconded by Mr. Kumalae. Mr. Dickey moved that the ayes and noes be called upon the question of indefinite postponement. Seconded by Mr. Monsar

rat. Whereupon the ayes and noes were ordered, with the following result:

REPORTS OF STANDING COMMITTEES.

The following reports of Standing Committees were presented:

On H. B. No. 67, by Mr. Ewaliko, entitled "An Act to permit any person to treat leprosy without license," from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that the Bill do pass with certain amendments. Consideration postponed, to be taken up with the Bill.

On Petition No. 70, by Mr. Mahoe, relative to residence of members of Road Boards, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending that the petition be referred to the Committee on Judiciary, with instructions to draft a Bill in accordance with the prayer of the petition. The report was adopted, and the petition was committed accordingly.

On Petition No. 69, by Mr. Ahulii, asking for an appropria tion of $40,000 for certain roads, Hana, Maui, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending an appropriation of $20,000. Consideration postponed, to be taken up with the Appropriation Bill.

On H. B. No. 95, by Mr. Nailima, entitled "An Act grant ing a franchise to construct, maintain and operate an electric railway in the District of Hilo, Island of Hawaii, Territory of Hawaii," from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending that the Bill do pass. Consideration postponed, to be taken up with the Bill.

On H. B. No. 85, by Mr. Monsarrat, entitled "An Act repealing Section 434, and amending Sections 435, 438 and 439 of the Penal Laws, relating to the manufacture and sale of intoxicating liquors," from Messrs. Makainai, Punki and Nailima, a majority of the Committee on Public Lands and Internal Improvements, recommending that the Bill do pass, and from Mr. Makekau, a minority of said Committee, recommending that Section 2 in said Bill be stricken out, and that with that amendment the Bill do pass. On motion of Mr. Prendergast, consideration of both reports was postponed, to be taken up with the Bill.

On H. R. No. 108, by Mr. Haaheo, asking for an appropriation of $2,700 for roads, wharves, etc., Puna, Hawaii, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending an appropriation of $4,400. Consideration postponed, to be taken up with the Appropriation

Bill.

On H. R. No. 103, by Mr. Keiki, asking for an appropriation of $5,000 for roads, Waikiki, Honolulu, from Mr. Makainai,

Chairman of the Committee on Public Lands and Internal Improvements, recommending that the amount prayed for be appropriated. Consideration postponed, to be taken up with the Appropriation Bill.

On H. R. No. 100, by Mr. Kumalae, asking for an appropriation of $5,000 for bridges, Waialae, Kona, Oahu, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending that the appropriation be made as prayed for. Consideration postponed, to be taken up with the Appropriation Bill.

On H. R. No. 89, by Mr. Kekaula, asking for an appropriation of $5,000 for water pipes to Kalihi Receiving Station, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending that the appropriation be made as prayed for. Consideration postponed, to be taken up with the Appropriation Bill.

On Petition No. 60, by Mr. Puuki, asking for an appropriation of $10,300 for roads and bridges, Anahola, Kauai, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending that the appropriation be made as prayed for. Consideration postponed, to be taken up with the Appropriation Bill.

On Petition No. 75, by Mr. Kekaula, asking for an appropriation of $10,000 for an extension of Queen Street, Honolulu. to Kalihi, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending that an appropriation of $15,000 be granted. Consideration postponed, to be taken up with the Appropriation Bill.

No. 94, by Mr. Makainai, entitled "An Act to extend School Street from Liliha Street to Kamehameha IV Road, in the District of Honolulu, Island of Oahu, and to make an appropri· ation for said extension," upon report from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending that with the following amendments the Bill do pass: Strike out all words beginning from line 10 to line 20 inclusive, and insert therein the above description so as to read as follows:
