into three parts, and further recommended that an amended draft of the first division of said Bill, being that part relating solely to County Government, and which amended draft had previously been ordered printed by the House, be substituted for said original Bill. They also asked for further time within which to report upon remaining division of the original Bill. The Minority Report recommended the adoption of certain amendments to the amended Bill as reported back by the Committee and that with those amendments that the Bill do pass. Mr. Emmeluth moved that the reports of the Majority and Minority of the Committee be read. Mr. Dickey moved that the amended Bill be read by title. The motion to read the reports of the Committee carried. Mr. Emmeluth moved that the Bill as reported from the Majority of the Committee pass its first reading upon being read by title. Seconded by Mr. Dickey. Carried. Mr. Monsarrat questioned the vote.

The House thereupon adjourned.

The following communication from the Honorable Senate was read:

Territory of Hawaii:

I have the honor to herewith transmit House Bill No. 13, which duly passed its third reading in the Senate of the Territory of Hawaii this 11th day of April, 1901, with the following amendments to original Bill:

Add to Section 1, line 30, the following: "And Sections 1617, 1618 and 1619 of the Penal Laws, relating to Forest Roads."

The amendments as proposed by the Honorable Senate to H. B. No. 13, by Mr. Robertson, entitled "An Act to repeal certain obsolete laws," were taken up for consideration. Mr. Robertson moved that the House do not concur in the amendments proposed by the Honorable Senate. Seconded by Mr. Monsarrat. Carried. Whereupon Mr. Robertson moved that the Bill be referred to the Committee on Judiciary, and that they be authorized to confer with Senate Committee and that the Senate be notified to that effect. Carried.

REPORTS OF STANDING COMMITTEES.

The following reports from Standing Committees were presented:

On Petition No. 65, by Mr. Kauimakaole, relating to sundry matters, from Mr. Mahoe, Chairman of Committee on Miscellaneous Matters, recommending that consideration of most of the prayers of the Petition be postponed, to be taken up with the Appropriation Bill. The report was adopted.

On H. B. No. 59, by Mr. Gilfillan, entitled "An Act to authorize and regulate the placing of electric wires and poles of Oahu Ice and Electric Company on the streets of Honolulu and elsewhere on the Island of Oahu," from Mr. Makainai, Chairman

of the Committee on Public Lands and Internal Improvements, recommending that the Bill pass with the following amendments:

After Section 4, add another Section, which shall read:

"Section 5. That when the Government should take the control of placing any underground system of wires for the transmitting of electrical current and power within the City of Honolulu, or to any part of the Island of Oahu, all underground wires as stated in this Act must be connected to said system of wires laid by the Government for transmitting such power, and to be charged at such rates as may be imposed by the Government." Also add the following Section, which shall read:

"Section 6. This Act shall take effect on and after the date of its approval."

Report was adopted. Whereupon the Bill was declared to have passed its second reading. Mr. Gilfillan moved that the Bill be typewritten and placed on the order of the day for April 13th. Carried.

Mr. Prendergast, Chairman of Committee on Enrollment, Revision and Printing, reported the following Bills printed and ready for distribution:

H. B. No. 65, by Mr. Beckley, entitled "An Act creating the office of Transportation Commissioner, fixing his salary and defining his duties, and duties of common carriers, and providing penalties for violation thereof, and repealing all laws in conflict herewith."

On motion of Mr. Makainai, seconded by Mr. Kumalae, the Select Committee on Taxation was instructed to return to the House the following Bill:

Whereupon the Speaker announced that the motion to indefinitely postpone was lost. Mr. Hoogs moved postponement of consideration of the Bill until the Hawaiian version be printed. Motion was lost. Mr. Dickey moved that the Bill be read the second time by title. Mr. Robertson moved to consider the Bill section by section. Motion to be considered section by section

carried. On motion of Mr. Keliikoa the House resolved itself into a Committee of the Whole for the consideration of said Bill. Hon. C. H. Dickey in the Chair.

The Committee of the Whole rose, and the Chairman, Mr. Dickey, reported progress and asked leave to sit again. Upon motion of Mr. Robertson, the report of the Committee was adopted.
