RESOLUTIONS.

The following Resolutions were introduced:

H. R. No. 107, by Mr. Makekau, asking for an appropriation of $10,000 for roads, Kukuihaele, Hawaii. Consideration postponed, to be taken up with the Loan Bill.

H. R. No. 108, by Mr. Haaheo, asking for an appropriation of $2,700 for wharf, road and jailer's house, Puna, Hawaii. Referred to the Committee on Public Lands and Internal Improve

ments.

H. R. No. 109, by Mr. Monsarrat, instructing the Superintendent of Public Works to order the Honolulu Rapid Transit and Land Company to cease obstructing more than one block of the streets of Honolulu at one time, within six hours, and to conform with the terms of their franchise. Mr. Beckley moved an amendment that the Superintendent of Public Works be instructed to annul the franchise. Adopted. Whereupon the Resolution as amended was referred to the Committee on Judiciary.

BILLS ON THIRD READING.

The following Bills came up for consideration upon their third reading:

H. B. No. 19, by Mr. Robertson, entitled "An Act relating to the sale of alcohol; amending Section 15 and repealing Sections 10, 13 and 14 of Act 64 of the Session Laws of 1896." Mr. Robertson moved to correct a typographical error by inserting in Section 2, in line 1 thereof, after the word "Sections" and before the figures "13" the figures "10". Carried. Whereupon the Bill was ordered typewritten and placed on the order of the day for April 12th.

H. B. No. 81, by the Committee on Finance, entitled "An Act to grant the sum of one hundred and fifty thousand dollars to ex-Queen Liliuokalani." Mr. Monsarrat moved an amendment to Section 2, end of line 2 thereof, by adding after the word "benefit" the words "during her lifetime". Mr. Robertson moved the consideration of Bill be indefinitely postponed. Seconded by Mr. Wilcox. Mr. Mahoe moved that the Bill pass on its third reading. Seconded by Mr. Mossman. The motion to indefinitely postpone was put and lost. Mr. Emmeluth moved that further consideration be postponed until the afternoon session.

On motion of Mr. Prendergast, the House thereupon stood in recess until 2 o'clock p. m.

MESSAGES FROM THE GOVERNOR.

Under a suspension of the Rules, the following message from the Governor was read:

A Message to the Legislature of the Territory of Hawaii:

In my message at the beginning of the present session of the Legislature, I called your attention to the probability that the Government would be out of funds several months before property taxes came in, unless the relief suggested in regard to the return of advances from current to loan funds should be afforded by the Legislature.

Even if the course suggested should be followed, it is not likely that arrangements could be made in time for the relief suggested. I therefore recommend legislation that shall provide for the payment of property taxes in two installments, whereby the difficulty referred to would be at least partially removed.

I have recommended in the Additional Estimates submitted herewith the appropriation of six thousand dollars for the purchase of a piece of land in Nuuanu Valley, 22.93 acres in extent, which takes in about two-thirds of the site of the lower reservoir. This land is held by the Government under a lease which contains an agreement that the Government may purchase the land at any time before the expiration of the term of the lease for the consideration of six thousand dollars.

In view of the recent case of bubonic plague in Honolulu, the recommendation for an appropriation of ten thousand dollars for additional health inspectors and possible emergency needs in sanitary matters assumes special importance.

I refer a petition and accompanying accounts, forwarded to me from the Quarantine Wharf Committee of the Honolulu Chamber of Commerce, to the Legislature for its consideration and action.

Under a suspension of the Rules, the following communication was read:

Communication No. 55, from the Honolulu Chamber of Commerce, being a copy of Resolutions adopted by that body on April 10th, relating to the Dispensary Bill, consideration of which is now pending in the Senate. Consideration of communication postponed, to be taken up when said Bill reaches the House.

Consideration of the following Bill, pending at the time the Rules were suspended to read the Message from the Governor, was thereupon resumed:

Mr. Robertson moved that further consideration of the Bill be postponed until one week from to-day. Mr. Emmeluth moved as a substitute that consideration of the Bill be postponed until April 12th. The motion to postpone consideration until April 12th carried.

S. B. No. 36, by Mr. White, entitled "An Act relating to the appointment of Bailiffs of certain Courts in the Territory of Hawaii, and defining the duties and powers of such Bailiffs and fixing the amount of their compensation, and providing for the payment of such compensation," and the amendment proposed by Mr. Dickey, striking out all the words in the title after the word "Bailiffs" in line 3 thereof, came up for consideration on the final passage of the Bill. On motion of Mr. Dickey, further consideration of the Bill was postponed until April 12th.

BILLS ON FIRST READING.

The following Bill, together with the Majority and Minority Reports thereon by the Select Committee to whom said Bill was referred, came up for consideration and passage on its second reading, under a suspension of the Rules:
