BILLS ON SECOND READING.

The following Bills were taken up for consideration upon their second reading:

H. B. No. 57, by Mr. Robertson, entitled "An Act to amend Section 45 of Chapter LVII of the Session Laws of 1892, relating to cases of absence, disqualification and vacancy in the offices of Circuit Judges." The report of the Committee on Judiciary on the Bill was read, recommending that the Bill do pass. Mr. Robertson moved to adopt the report. Carried. Whereupon the Bill was declared to have passed its second reading. Mr. Dickey moved that the Bill be typewritten and placed on the order of the day for April 8th. Seconded by Mr. Keiki. Carried.

H. B. No. 71, by Mr. Makekau, entitled "An Act for the regulating and conducting of games of chance at which or other articles of value may be lost or won." Mr. Makekau moved that the Bill be read by title. Carried. Mr. Makekau moved that the Bill be referred to the Committee on Public Lands and Internal Improvements. Carried.

S. B. No. 36, by Mr. White, entitled "An Act relating to the appointment of bailiffs for certain Courts in the Territory of Hawaii and defining the duties and powers of such bailiffs and fixing the amount of their compensation, and providing for the payment of such compensation." Mr. Nailima moved that the Bill be read by title. Seconded by Mr. Paele. Carried. Mr. Prendergast moved that the Bill do pass. Mr. Dickey moved that the Bill be referred to the Committee on Judiciary. The motion to commit was lost. Mr. Robertson moved to amend by striking out Section 5. Seconded by Mr. Beckley. Mr. Kaniho moved the previous question, which was thereupon ordered. Mr. Keiki moved the ayes and noes be called. Seconded by Mr. Kumalae. The motion was lost. Mr. Robertson's motion to amend was lost. Mr. Prendergast's motion that Bill do pass carried. Mr. Prendergast moved that the Bill be typewritten and placed on the order of the day for April 8th. Carried.

S. B. No. 33, by Mr. Kanuha, entitled "An Act to protect laborers and employees from extortion." Mr. Nailima moved that the Bill be read by title. Seconded by Mr. Mossman. Carried. Mr. Mossman moved that the Bill do pass. Mr. Kaniho moved the previous question, which was thereupon ordered. Mr. Mossman's motion that Bill do pass carried. Mr. Prendergast moved that the Bill be typewritten and placed on the order of the day for April 8th. Seconded by Mr. Mossman. Carried.

RESOLUTIONS.

Under a suspension of the Rules, the following Resolutions were introduced:

H. R. No. 93, by Mr. Kekaula, asking for an appropriation of $6,200 for school houses, Kau, Hawaii. Mr. Beckley moved that the Resolution be referred to the Committee on Public Health and Education. Seconded by Mr. Kumalae. Carried.

H. R. No. 94, by Mr. Kekaula, asking for an appropriation of $10,000 for roads and bridges, North Kohala, Hawaii. Mr. Kekaula moved that the consideration of the Resolution be postponed, to be taken up with the Loan Bill.

On motion of Mr. Robertson, the House adjourned.

PETITIONS, MEMORIALS AND COMMUNI-
CATIONS.

The following Petitions were presented:

Petition No. 59, by Mr. Aylett, asking for an appropriation of $13,000 for macadamizing and repairing Manoa roads ($10,000 for the lower road and $3,000 for the upper), Honolulu.

Referred to the Committee on Public Lands and Internal Improvements.

Petition No. 60, by Mr. Puuki, asking for an appropriation of $8,500 for reducing grade and $1,300 for new bridge, Anahola, Kauai. Referred to the Committee on Public Lands and Internal Improvements.

Petition No. 61, by Mr. Robertson, asking that W. W. Dimond & Co., Limited, be reimbursed in the sum of $329.50, collected for Merchandise License. Referred to the Committee on Finance.

REPORTS OF STANDING COMMITTEES.

The following reports of Standing Committees were pre sented:

On Petition No. 23, by Mr. Beckley, asking for an appropriation to widen Halawa Bridge, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending that $250.00 be inserted in Appropriation Bill. Consideration of Report postponed, to be taken up with Appropriation Bill.

On II. R. No. 91, by Mr. Haaheo, relating to appropriation for streets and roads, Hilo, Hawaii, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending consideration of the Resolution be postponed, to be taken up with Appropriation Bill. Report adopted.

On Petition No. 51, by Mr. Kaniho, asking for sundry matters, from Mr. Mahoe, Chairman of Committee on Miscellany, recommending the various prayers of petition be referred to other committees or otherwise. Report adopted.

On Petition No. 47, by Mr. Nailima, relating to county government and other matters, from Mr. Mahoe, Chairman of Committee on Miscellany, recommending consideration be postponed, to be taken up with County Bill, and other disposition of minor

prayers.

On H. R. No. 92, by Mr. Kekaula, asking for an appropriation of $20,000 for roads and bridges, South Kona, Hawaii, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending that consideration of Resolution be postponed, to be taken up with Appropriation Bill. Report adopted.

On Petition No. 52, by Mr. Paele, asking for an appropriation of $5,000 for Government Road, Koolaupoko, Oahu, from Mr. Makainai, Chairman of Committee on Public Lands and Internal Improvements, recommending the appropriation. Consideration of report postponed, to be taken up with Appropriation

On Petition No. 27, by Mr. Beckley, asking for an appropriation of $10,000 for roads, Halawa, Molokai, from Mr. Makainai, Chairman of Committee on Public Lands and Internal Improvements, recommending consideration of Petition be postponed, to be taken up with Appropriation Bill. Report adopted.

On Petition No. 49, by Mr. Beckley, asking for an appropriation of $6,000 for Armory, Hilo, Hawaii, from Mr. Ewaliko, Chairman of Committee on Military, recommending consideration of Petition be postponed, to be taken up with Appropriation Pill. Report adopted.

Mr. Dickey moved that the Rules be suspended in order to proceed under the head of

I have the honor to inform you that House Bill No. 34, “An Act providing for a great seal of the Territory," was, upon reeommendation of the Special Committee to which it was referred, together with Senate Bill No. 32, laid upon the table and a substitute Bill offered in the place of both Bills; which substitute Bill duly passed the Senate this day as per memoranda transmitted to you with said Bill.

I have the honor to advise you that House Bill No. 2 duly passed its third reading in the Senate this day, with the following amendments:

Section 1. Strike out the words "Twenty-five thousand" and insert in lieu thereof "Twenty-six thousand".

Section 2 was so amended as to read as follows:

Section 2. That all appropriations made under this Act shall be under the control and expended by the Road Boards of the several districts for which said appropriations are made. That the appropriations be divided as follows:
