On Petition No. 54, by Mr. Puuki, asking for an appropriation of $8,000 for roads, Waimea, Kauai, recommending that consideration of Petition be postponed, to be taken up with the Appropriation Bill. The report was adopted.

Mr. Robertson moved to amend by striking out the words in line 1 that had been previously inserted, and thereby make the Bill read as originally reported from the Committee on Judiciary. Seconded by Mr. Dickey. Mr. Emmeluth moved that the Bill be referred to the Committee on Judiciary. Seconded by Mr. Beckley. Mr. Monsarrat moved the previous question, which was thereupon ordered. Mr. Emmeluth's motion. to commit was carried.

S. B. No. 26, by Mr. Kalauokalani, entitled "An Act to provide for the exemption of certain personal property from attach ment, execution, distress and forced sale of every nature and description; and repealing an Act entitled 'An Act to facilitate the recovery of rents,' passed on the tenth day of January, 1865, and all other laws and parts of laws in conflict with this Act." Mr. Robertson moved that the Bill be postponed, consideration to be taken up with the report of Committee on Judiciary on the Memorial presented by him on behalf of the merchants of Honolulu protesting against the passage of the Bill. Seconded by Mr. Dickey. Carried.

S. B. No. 6, by Mr. C. Brown, entitled "An Act to repeal Sections 1617, 1618 and 1619 of the Penal Laws, relating to Forest Roads." Mr. Robertson moved to amend by striking out the words "Sections 1617, 1618 and 1619 of the Penal Laws" in title and to insert "Chapter 88 of the Session Laws of 1892" in lieu thereof, and moved to amend by striking out the words “and being Sections 1617, 1618 and 1619 of the Penal Laws," line 2, Section 1. Seconded by Mr. Dickey. Mr. Mahoe moved that the consideration of the Bill be indefinitely postponed. Mr. Mossman moved the previous question. The motion was lost. Mr. Mahoe's motion was carried. Whereupon consideration of the Bill was indefinitely postponed.

The following Bills were taken up for consideration on their second reading:

No. 68, by Mr. Beckley, entitled "An Act defining and fixing penalties of procurers, pimps and owners, agents or lessees of houses or places used or resorted to for the purposes of prostitution or lewdness." Mr. Kekaula moved that the Bill be read by title. Carried. Mr. Mahoe moved that the Bill be referred to the Committee on Public Health and Education. Carried.

H. B. No. 69, by Mr. Prendergast, entitled "An Act to provide for a right of action for damages for wrongful death." Mr.

Kekaula moved that the Bill be read by title.

Carried. Mr. Mossman moved that the Bill do pass. Mr. Robertson moved that the Bill be referred to the Committee on Judiciary. Seeonded by Mr. Kumalae. Mr. Robertson's motion was put and lost. Mr. Mossman's motion carried.

Mr. Kaniho moved that the Bill be read by title. Carried. Mr. Kaniho moved that the Bill do pass. Mr. Dickey moved that the Bill be referred to the Committee on Judiciary. Mr. Mahoe moved the previous question, which was thereupon ordered. Mr. Dickey's motion to commit was lost. Mr. Kaniho's motion that the Bill do pass was carried. Mr. Kaniho moved that the Bill be typewritten and placed on the order of the day for April 8th. Carried.

H. B. No. 73, by Mr. Nailima, entitled "An Act to amend Sections 260, 261 and to repeal Section 264 of the Civil Laws set forth in a compilation made by Sidney M. Ballou under authority of the Legislature, and published and entitled 'Civil Laws, relating to Olaa Reservation." Mr. Nailima moved that the Bill be read by title. Carried. Mr. Nailima moved that the Bill do pass. Seconded by Mr. Mossman. Mr. Dickey moved that the Bill be referred to the Committee on Public Lands and Internal Improvements. Seconded by Mr. Robertson. Mr. Nailima's motion that Bill do pass carried. Mr. Nailima moved that the Bill be typewritten and placed on the order of the day for April 8th. Carried.

H. B. No. 74, by Mr. Robertson, entitled "An Act to amend Section 11B of Act 39 of the Laws of 1898, relating to the auditing of public accounts and disbursements of public moneys." Mr. Robertson moved that the Bill be read by title. Carried. Mr. Robertson moved that the Bill do pass. Carried. Mr. Gilfillan moved that the Bill be typewritten and placed on the order of the day for April 8th. Carried.

H. B. No. 72, by Mr. Keiki, entitled "An Act to amend Section 837 of the Civil Laws as compiled in A. D. 1897." Mr. Keiki moved that the Bill be read by title. Mr. Dickey moved that the Bill be referred to the Committee on Judiciary. The motion to commit was lost. The motion to read by title carried. On motion of Mr. Keiki, the Bill passed second reading. Mr. Keiki moved that the Bill be typewritten and placed on the order of the day for April 8th. Carried.

H. B. No. 66, by Mr. Beckley, entitled "An Act repealing Act 60 of 1896, also Chapter LXXII of the Session Laws of 1892, and all laws and regulations inconsistent herewith." Mr. Dickey moved that the Bill be read by title. Carried. Mr. Beckley moved that the Bill be referred to the Committee on Public Health and Education. Carried.

II. B. No. 77, by Mr. Monsarrat, entitled "An Act to amend Section 120 of the Civil Code as amended by Chapter 22 of the Session Laws of 1892." Mr. Monsarrat moved that the Bill be read by title. BILLS ON FIRST READING.

H. B. No. 49, by Mr. Keiki, entitled "An Act to appropriate pension for ex-Queen Liliuokalani," came up for consideration on its second reading, together with H. B. No. 81, by Committee on Finance, entitled "An Act to grant the sum of one hundred and fifty thousand dollars to ex-Queen Liliuokalani," being a substitute for H. B. No. 49. Mr. Keiki moved that Bill No. 49 be read by title. Carried. Mr. Emmeluth moved that substitute Bill be read. Seconded by Mr. Paele. Carried. Minority Report of Committee on Finance was read, recommending that the Bill lie upon the table and that an item of $10,000 for the biennial period be inserted in the Appropriation Bill. Mr. Emmeluth moved that the Minority Report lie upon the table. Mr. Prendergast seconded the motion. Carried. Mr. Prendergast moved that Bill No. 81 do pass. Carried. Mr. Robertson moved that
