The following Majority Reports were presented, and consideration of the same was postponed, to be taken up with Minority Reports when they should be presented:

On H. B. No. 4, by Mr. Gilfillan, entitled "An Act to provide for a commission to take evidence concerning injuries to property caused by the action of the Board of Health in connection with the suppression of Bubonic Plague in Honolulu, and elsewhere in this Territory, and by the conflagration in Honolulu on January 20th, 1900, and to report thereon," signed by Messrs. Emmeluth, Haaheo, Keliikoa and Paele, of the Committee on Judiciary, recommending that the Bill be laid upon the table, and giving notice of their intention to submit a substitute Bill conforming to their report.

On H. B. No. 28, by Mr. Kumalae, entitled "An Act to adopt a flag for the Territory of Hawaii," signed by Messrs. Emmeluth, Haaheo, Paele, Keliikoa and Robertson of the Committee on Judiciary, recommending that Bill lie upon the table.

On Message from the Governor, relating to revision of Hawaiian laws by Chief Justice Frear, signed by Messrs. Emmeluth, Haaheo, Keliikoa and Paele of the Committee on Judiciary, recommending that offer of Judge Frear's be respectfully declined.

On H. B. No. 49, by Mr. Keiki, entitled "An Act to appropriate pension for ex-Queen Liliuokalani," signed by Messrs. Emmeluth, Kekaula and Hihio, of the Committee on Finance, recommending Bill be tabled, and the passage of a substitute Bill accompanying the report, to wit: H. B. No. 81, by the Committee on Finance, recommended as a substitute for H. B. No. 49, and entitled "An Act to grant the sum of one hundred and fifty thousand dollars to ex-Queen Liliuokalani."

BILLS ON SECOND READING.

Mr. Emmeluth, Chairman of Committee on Judiciary, reported on the following Bill, recommending that the Bill do pass: H. B. No. 57, by Mr. Robertson, entitled "An Act to amend Section 45 of Chapter LVII of the Session Laws of 1892, relating to cases of absence, disqualification and vacancy in the offices of

Circuit Judges." Mr. Haaheo moved to adopt the report. Mr. Kaniho moved to reject the report. The motion to reject was put and lost. The motion to adopt was then put and carried. The Bill was thereupon declared to have passed on its second reading.

MINORITY REPORTS.

The following Minority Reports were presented, relating to subjects upon which the respective Majority Reports had already been presented and consideration thereof postponed until the Minority Reports should have been presented:

On H. B. Mr. Paele moved to indefinitely postpone consideration of, Minority Report. Seconded by Mr. Mossman. Mr. Dickey moved to adopt Minority Report. Seconded by Mr. Robertson. Mr. Mossman moved the previous question, which was thereupon ordered. Mr. Mossman moved that the ayes and noes be called on motion to postpone indefinitely consideration of the Minority Report, whereupon the ayes and noes were called, with the following result:

Ayes--Messrs. Ahulii, Beckley, Emmeluth, Ewaliko, Haaheo, Hihio, Kaauwai, Kauimakaole, Kaniho, Kekaula, Keliikoa, Mahoe, Makainai, Makekau, Mossman, Nailima, Paele, Prendergast and Puuki---19.

On II. B. No. 49, by Mr. Keiki, entitled "An Act to appropriate pension for ex-Queen Liliuokalani," signed by Messrs.

Dickey and Hoogs of the Committee on Finance, recommending that Bill lie on table, and that an item of $10,000 for the biennial period as a permanent settlement be inserted in the Appropriation Bill for ex-Queen Liliuokalani. Consideration postponed until the Bill should come up for passage on second reading.

PRIVILEGED REPORTS.

Mr. Prendergast, Chairman of the Committee on Enrollment, Revision and Printing, reported the following Resolutions, asking for certain information from Heads of Departments and the replies thereto printed and ready for distribution:

H. R. No. 8, relating to disposition of appropriation, 1898, for extending wharf, Keauhou, North Kona, Hawaii.

H. R. No. 11, relating to land transactions since 1890. H. R. No. 25, relating to executive transactions since annexation, etc.

REPORTS OF SPECIAL COMMITTEES.

Under a suspension of the Rules, the Majority Report, signed by Messrs. Makekau, Paele, Mahoe, Aylett, Emmeluth and Keiki, of the Special Committee on H. B. No. 48, by Mr. Makekau, entitled "An Act providing for and creating certain counties in the Territory of Hawaii and providing a form of gov ernment for such counties," recommending the division of the . Bill and the passage of the first division thereof as a substitute for the whole Bill, and asking for further time on which to report on the remainder of the Bill, was presented. On motion of Mr. Mossman, consideration of the Majority Report was postponed until the Minority Report should be presented. On motion of Mr. Robertson, the substitute Bill was ordered printed.

The following reports from the Committee on Public Lands and Internal Improvements were presented by the Chairman, Mr. Makainai:

On H. B. No. 36, by Mr. Makainai, entitled "An Act providing for the control and management of the Government sewerage system," recommending a schedule of rates to be inserted in Section 7 thereof. The report was ordered printed.

On H. R. No. 37, by Mr. Beckley, relative to appropriation for new road, Mokulau to Kipahulu, $8,000, and the communication from the Superintendent of Public Works in relation thereto, recommending that the Resolution lie upon the table. Report adopted.

On Petition No. 53, by Mr. Puuki, asking for an appropriation of $16,000 for breakwaters, Waimea River, recommending that the prayer be granted, and the consideration of the Petition be postponed, to be taken up with the Appropriation Bill. Consideration of the report postponed, to be taken up with the Appropriation Bill.
