The Journal of Proceedings of the preceding day was read. Mr. Makekau moved to strike out the motion to reconsider the vote upon which consideration of H. B. No. 35, by Mr. Prendergast, entitled "An Act to authorize and provide for the construction, maintenance and operation of a street railway upon certain streets and roads in the District of Honolulu, and elsewhere on the Island of Oahu, Territory of Hawaii, by the Hawaiian Tramways Company, Limited," was indefinitely postponed. Seconded by Mr. Kumalae. Mr. Mossman moved to adopt the Journal of Proceedings of the preceding day. Seconded by Mr. Mahoe. Mr. Emmeluth called for the ayes and noes upon the motion to adopt. Seconded by Mr. Kumalae. Messrs. Kekaula, Keliikoa. Beckley and Nailima were excused from voting. The ayes and noes were then ordered upon the motion to adopt the Journal of Proceedings of the preceding day, with the following result:

Ayes---Messrs. Haaheo, Hihio, Kaauwai, Kauimakaole, Kaniho, Kawaihoa, Mahoe, Makainai, Mossman, Paele, Prendergast, Puuki and Mr. Speaker---13.

Mr. Robertson moved to suspend the Rules in order to take up the consideration of Mr. Kauimakaole's motion to reconsider." Seconded by Mr. Kumalae. The motion to suspend the Rules, having failed to receive the necessary two-thirds vote, was declared lost.

Sir: The Clerk of the House of Representatives has forwarded to me a letter enclosing a certified copy of an amended Resolution of the House, asking me, "if not inconsistent with public service, to furnish this House with the following: Originals or copies of all records, books, documents, papers and vouchers of every nature, kind and description whatsoever relative to transactions of the Executive Department of the Government from the annexation of the Islands to the United States."

In a former letter to the House upon this subject, I stated that "if the House desires information on any special subject necessary to its legislative work which may be furnished from such records, I shall be happy to consider its requests therefor."

I think this proposition covers the ground sufficiently for the needs of the House.

It does not appear from the Resolution that the House has under consideration any specific matter referred to the records referred to.

On motion of Mr. Beckley, seconded by Mr. Mossman, the communication was ordered returned to the Governor with the statement that this House will not entertain any communication that is not in proper shape. On motion of Mr. Beckley, seconded by Mr. Hihio, the communication was ordered spread upon the Journal before being returned.

On motion of Mr. Monsarrat, the House then proceeded to the head of

Consideration of the motion of Mr. Kauimakaole, who voted in the affirmative, to reconsider the vote upon which H. B. No. 35, by Mr. Prendergast, entitled "An Act to authorize and provide for the construction, maintenance and operation of a street. railway upon certain streets and roads in the District of Honolulu and elsewhere on the Island of Oahu, Territory of Hawaii, by the Hawaiian Tramways Company, Limited," was indefinitely postponed, came up for consideration. Mr. Robertson, seconded by Mr. Kumalae, called for the ayes and noes upon the motion to reconsider. The ayes and noes were then ordered, with the following result:

BILLS ON SECOND READING.

The following Bills came up for passage on their second reading:

H. B. No. 57, by Mr. Robertson, entitled "An Act to amend Section 45 of Chapter LVII of the Session Laws of 1892, relating to cases of absence, disqualification and vacancy in the of fices of Circuit Judges." On motion of Mr. Robertson, the Bill was read by title and referred to the Committee on Judiciary.

H. B. No. 58, by Mr. Robertson, entitled "An Act to prevent the wanton destruction of food fishes living in the waters of the Territory of Hawaii." Mr. Prendergast moved that consideration of the Bill be indefinitely postponed. Mr. Robertson moved that the Bill be referred to a Special Committee of five members for amendment and report. Mr. Monsarrat moved the previous question, which was seconded by Mr. Hoogs, and, upon being put to vote, was ordered. The motion to commit was thereupon put and lost. Mr. Mossman moved that the ayes and noes be called upon the motion to indefinitely postpone, which was seconded and carried. The ayes and noes were called, with the following result:
