The Journal of Proceedings of the preceding day was read, corrected and approved.

The Vice Speaker announced the following Committee on H. B. No. 48, by Mr. Makekau, entitled "An Act providing for and creating certain counties in the Territory of Hawaii, and providing a form of government for such counties": Messrs. Makekau, Aylett, Mossman, Keiki, Emmeluth, Paele and Mahoe.

An invitation from the Kamehameha School inviting the members to meet Mr. and Mrs. Dyke was read.

The following communication was received from the Secretary of the Territory and read:

REPORTS OF STANDING COMMITTEES.

Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, presented the following six reports: 1. On II. B. No. 42, by Mr. Makainai, entitled "An Act providing for the numbering of buildings and lots in the District of Honolulu, Island of Oahu," recommending that the Bill do pass with the following amendments:

In Section 1 and line 1 thereof, by adding the word "Superintendent" before the words "of Public Works".

In Section 2 and line 1 thereof, by adding after the word "all" and before the word "entrances" the word "main"; and in line 4 thereof, after the word "number" by adding the words "and the location".

In Section 3 and line 1 thereof, by striking out the words "or occupying"; in line 3 thereof, by striking out the words "from

the promulgation of this Act" and inserting in lieu thereof the words "after the receipt of a designated number or numbers from the Superintendent of Public Works"; in line 5 thereof, by striking out the words "occupying or controlling"; and in line 6 thereof, at the beginning of said line and before the word "so" by adding the words "apply to the Superintendent of Public Works and”.

In Section 4 and lines 1 and 2 thereof, by striking out all the words in the section after the word "owner".

In Section 7 and line 1 thereof, by striking out the words "occupant or", and in line 4 thereof by adding after the word "notified" and before the word "by" the words "in writing".

In Section 8, by substituting for the word "publication" the word "approval".

On motion of Mr. Dickey, seconded by Mr. Mossman, consideration of the report was postponed, to be taken up with the Bill.

2. On Petition No. 20, by Mr. Ewaliko, relating to prohibiting Road Boards from taking property without consent of owners, reporting that there is now a Bill before the House covering the prayer of the Petition, recommending that the Petition lie on the table. On motion of Mr. Mahoe, the report was adopted.

3. On Petition No. 28, by Mr. Beckley, asking for an appropriation for Hana, Maui, for roads, being a total of $107,500, recommending that the consideration of said Petition be postponed, to be taken up with the Appropriation Bill. On motion of Mr. Mahoe, the report was adopted.

4. On H. R. No. 53, by Mr. Mossman, asking for an appropriation of $1,000 for roads, Palolo, Oahu, recommending that the Resolution be adopted and the item inserted in the Appropriation Bill. On motion of Mr. Dickey, consideration was postponed, to be taken up with the Appropriation Bill.

5. On II. R. No. 44, by Mr. Kekaula, asking for an appropriation of $3,000 for roads, Kau, Hawaii, recommending consideration of the same be postponed, to be taken up with the Appropriation Bill. On motion of Mr. Mahoe, report was adopted.

6. On H. B. No. 41, by Mr. Makainai, entitled "An Act providing for names of streets, roads and lanes in the District of Honolulu, Island of Oahu," recommending that the Bill do pass. On motion of Mr. Mahoe, consideration of the report was postponed, to be taken up with the Bill.

The Vice Speaker announced that during his occupancy of the Speaker's Chair Mr. Wilcox would act as Chairman of the Committee on Agriculture and Manufactures, and Mr. Gilfillan as Chairman of the Committee on Public Health and Education.

RESOLUTIONS.

The following Resolutions were introduced:

H. R. No. 77, by by Mr. Kawaihoa, asking for an appropriation of $3,000 for a new school house at Kealia, Kauai. Consideration postponed, to be taken up with the Appropriation Bill.

H. R. No. 78, by Mr. Kaniho, asking for an appropriation of $800.00 for a store house for the Government rock crusher and roller, North Kohala, Hawaii. Consideration postponed, to be taken up with the Appropriation Bill.

H. R. No. 80, by Mr. Kaniho, asking for an appropriation of $1,400 for a school house, Waialele, North Kohala, Hawaii. Consideration postponed, to be taken up with the Appropriation Bill.

II. R. No. 81, by Mr. Hihio, asking for an appropriation of $450.00 for teacher's cottage, Kaanapali, Maui. Consideration postponed, to be taken up with the Appropriation Bill.

H. R. No. 79, by Mr. Monsarrat, asking for an appropriation of $15,000 for a police call-box system for Honolulu, Oahu. Mr. Monsarrat moved that the Resolution be referred to a Select Committee of five. Carried. Whereupon the Vice Speaker announed the following as such Committee: Messrs. Monsarrat, Mossman, Makainai, Kawaihoa and Kumalae.

PETITIONS, MEMORIALS AND COMMUNI

CATIONS.

Under a suspension of the Rules, the following Petition was presented:

Petition No. 44, by Mr. Kauimakaole, from residents of Kipahulu, Maui, asking for reimbursement on account of road damages. Referred to Committee on Public Lands and Internal Improvements.

The following Bill, notice of which had previously been given, was introduced, read by title, passed first reading, and was ordered printed:

H. B. No. 38, by Mr. Emmeluth, entitled "An Act to amend Section 2 of Act 23 of the laws of the Republic of Hawaii, Session of 1896." Mr. Dickey moved that the Bill do pass. Mr. Mossman moved to postpone consideration until the introducer should be present. Seconded by Mr. Hihio.. Carried.

S. B. No. 28, by Mr. Crabbe, entitled "An Act to prohibit the unlawful wearing of the badge of the Grand Army of the Republic." Mr. Hoogs moved that the Bill do pass; upon which motion the ayes and noes were called, with the following result: Ayes---Messrs. Ahulii, Dickey, Ewaliko, Gilfillan, Hihio, Haaheo, Hoogs, Kaauwai, Kauimakaole, Kawaihoa, Keiki, Kekaula, Keliikoa, Kumalae, Mahoe, Makainai, Makekau, Monsarrat, Mossman, Nailima, Paele, Prendergast, Puuki, Robertson and Wilcox---25.

BILLS ON SECOND READING.

The following Bills came up for consideration upon their second reading:

II. B. No. 44, by Mr. Kawaihoa, entitled "An Act to establish and maintain school libraries." Mr. Dickey moved to adopt the report of the Committee on Finance, recommending that the Bill lie on the table, Mr. Makekau moved that the Bill do pass. Seconded by Mr. Mossman. The motion that the Bill do pass carried. On motion of Mr. Makekau, the Bill was ordered typewritten and placed on the order of the day for March 29th.

S. B. No. 26, by Mr. Kalauokalani, entitled "An Act to provide for the exemption of certain personal property from attachment, execution, distress and forced sale of every nature and description; and repealing an Act entitled 'An Act to facilitate the recovery of rents,' passed on the 10th day of January, 1865, and all other laws and parts of laws in conflict with this Act."

Mr. Makekau moved that the Bill be read the second time by title. Seconded by Mr. Mossman. Carried. Mr. Robertson moved that the Bill be referred to the Committee on Judiciary. Seconded by Mr. Dickey. Lost. Mr. Robertson moved that the Bill be read section by section. Seconded by Mr. Dickey. Car

ried.

Section 1 was read. Mr. Makainai moved that Section 1 do pass. Carried.

Section 2 was read. Mr. Prendergast moved that Section 2 do pass. Seconded by Mr. Mossman. Carried.

Section 3 was read. Mr. Dickey moved an amendment by inserting in line 2 thereof, after the word "auction" and before the word "two" the words "two cows". Seconded by Mr. Kekaula. The amendment was adopted. On motion of Mr. Mahoe, seconded by Mr. Dickey, the section was passed as amended.

Section 4 was read. Mr. Paele moved an amendment by adding the words "and canoes" after the word "boats" and before the word "with" in line 10 thereof. Amendment was adopted. Mr. Kumalae moved an amendment by adding the words "and their pupils" in line 7 thereof after the word "music" and before the word "used", and also by adding the words “or receiving" after the word "giving" and before the word "instruction" in line 7 thereof. Amendment lost. Mr. Robertson moved an amendment by striking out all those words in lines 7, 8, 9 and 10 thereof beginning with the word "when" and ending with the word "business," both inclusive, after the word "bicycle" in line 7 thereof and before the words "the fishing" in line 10 thereof. Seconded by Mr. Monsarrat. Amendment was adopted. Mr. Robertson moved a further amendment by adding at the beginning of line 10, as amended, the words "one watch and one watch chain". Seconded by Mr. Kumalae. Lost. Whereupon the section passed as amended.

Section 5 was read. Mr. Makekau moved that the section do pass. Seconded by Mr. Mossman. Mr. Gilfillan moved an amendment by striking out the words "a physician," etc., to the end of the paragraph, beginning with line 4 thereof, and to add the words "any one" after the word “by”.

On motion of Mr. Prendergast, seconded by Mr. Mossman, the House thereupon adjourned.
