RESOLUTIONS.

Under a further suspension of the Rules, the following resolutions were introduced:

II. R. No. 49, by Mr. Mossman, relating to appropriations for roads in the District of Ewa, Oahu. On motion of Mr. Mossman, consideration of the resolution was postponed, to be taken up with the Appropriation Bill.

H. R. No. 48, by Mr. Haaheo, relating to an appropriation * of $8,000 for a road in Puna. Referred to the Committee on Public Expenditures.

BILLS ON FIRST READING.

Under a further suspension of the Rules, the following Bill, notice of which had previously been given, was introduced, read by title, passed first reading, and was ordered printed:

H. B. No. 67, by Mr. Ewaliko, entitled "An Act to permit any person to treat leprosy without license."

On motion of Mr. Makekau, seconded by Mr. Beckley, the House thereupon adjourned.

BILLS ON SECOND READING.

The following Bills were taken up for consideration upon their second reading:

H. B. No. 44, by Mr. Kawaihoa, entitled "An Act to establish and maintain school libraries," upon report from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending its being referred to the Committee on Finance before final action by the House. Report adopted.

H. B. No. 40, by Mr. Hoogs, entitled "An Act to prevent the employment of minors in places where intoxicating liquors are sold, and to prevent minors from visiting such places," upon report from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that the Bill do pass. On motion of Mr. Mahoe, the report was adopted. Whereupon the Speaker announced that the House had, by its vote in adopting the report of the Committee, passed the Bill upon its second reading. On motion of Mr. Dickey, the Bill was ordered typewritten and placed on the order of the day for March 25th.

REPORTS OF STANDING COMMITTEES.

The following reports of Standing Committees were presented:

On H. B. No. 51, by Mr. Kaniho, entitled "An Act relating to the segregation of lepers," from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that the Bill be indefinitely postponed. Consideration of the report postponed, to be taken up with the Bill.

On H. B. No. 31, by Mr. Kumalae, entitled "An Act to provide for and to regulate the sending of youths to the Mainland or abroad to be educated," from Mr. Beckley, Chairman of the Committee on Public Health and Education, recommending that the Bill be laid upon the table. Consideration of report postponed, to be taken up with the Bill.

Mr. Makainai, Chairman of the Committee on Public Lands and Improvements, reported that his Committee was in receipt of the following communication from the Private Secretary of the Governor, presumably in response to the communication to the Governor from the Speaker, transmitting certified copies of

H. R. No. 14, by Mr. Beckley, relating to the Commissioner of Public Lands and H. R. No. 38, by Mr. Gilfillan, instructing the Speaker to inquire of the Governor wherein the former resolution was "not in shape":

Sir---I am directed by the Governor to inform you that a resolution has been received from the House of Representatives requesting information as to the whereabouts of Mr. J. F. Brown, Commissioner of Public Lands, and instructing the Committee on Public Lands, etc., to wait on him, and that the Governor will be pleased to receive the above-mentioned Committee at his office in the Capitol at 10 o'clock a. m. Saturday, the 23rd inst.

The Committee desired instructions from the House in the premises. On motion of Mr. Mahoe, the two resolutions were ordered referred to the Committee on Public Lands and Internal Improvements, for conference with the Governor. At the suggestion of Mr. Makekau, the stenographer of the House was instructed to attend such conference of the Committee with the Governor.

On motion of Mr. Beckley, the House stood in recess to await the return of the Committee from the conference with the Governor.

REPORTS OF STANDING COMMITTEES.

On reconvening at 10:45 o'clock a. m., Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, made an oral report as to the result of the conference with the Governor, and asked to be allowed until Monday next to present a written report.

Upon request, the Committee on Public Health and Education was granted further time upon which to report on Petition No. 15, relating to school houses on the Island of Maui.

The following reports were also presented:

On H. B. No. 15, by Mr. Haaheo, entitled "An Act to amend Section 814, Chapter 59, of the Civil Laws," from Messrs. Paele, Keliikoa and Haaheo, being a majority of the Committee on Judiciary, favoring the amendment contemplated by the Bill. Consideration of the report was postponed, to be taken up with the minority report when it should be presented.

On Petition No. 21, by Mr. Mahoe, from residents of Koolau, relating to land tax, from Mr. Emmeluth, Chairman of the Committee on Judiciary, recommending that the petition be referred to the Committee on Taxation. Report was adopted, and the petition referred to the Committee on Taxation.

PRIVILEGED REPORTS.

Mr. Prendergast, Chairman of Committee on Enrollment, Revision and Printing, reported the following Bills printed and ready for distribution:

H. B. No. 52, by Committee on Public Health, entitled "An Act authorizing the Board of Health to prohibit persons afflicted with leprosy and pulmonary tuberculosis from entering and remaining in this Territory."

H. B. No. 54, by Mr. Nailima, entitled "An Act to strictly prohibit the Territorial Government from opening, laying or constructing streets, roads or public highways on properties owned by one or more persons without first obtaining the consent of the owners thereof."

The Sergeant-at-Arms announced a message from His Excellency the Governor.

RESOLUTIONS.

The following resolutions were introduced:

H. R. No. 50, by Mr. Makainai, relating to repairs and macadamizing for streets in Honolulu, Fifth District. Consideration postponed, to be taken up with the Appropriation Bill.

H. R. No. 51, by Mr. Beckley, asking that the Governor be requested to instruct his proper subordinates to appear before the Committee on Public Health and Education and furnish said Committee with such documents and references as they might need in connection with their business. Resolution was adopted.

H. R. No. 52, by Mr. Emmeluth, requesting information from the Department of Public Works relating to the new Diamond Head Road. Adopted.

H. R. No. 53, by Mr. Mossman, relating to the appropriation for repairing road, Palolo, Kona, Oahu. Referred to Committee on Public Lands and Internal Improvements.

H. R. No. 54, by Mr. Dickey:

Resolved, that the Governor's estimates of expenditures for the succeeding biennial period be referred to the Committee on Public Expenditures, with instructions to frame one or more Appropriation Bills for the consideration of the House.

Mr. Dickey moved its adoption. The motion was lost.

BILLS ON SECOND READING.

The following Bill was taken up for consideration upon its second reading:

H. B. No. 30, by Mr. Dickey, entitled "An Act to amend Chapter LVII of the Penal Code of 1869, entitled To mitigate the evils and diseases arising from prostitution,' by adding a new section thereto." Mr. Prendergast moved that the report of the Committee on Public Health and Education be read. Carried.

The Sergeant-at-Arms announced a communication from the Honorable Senate.

On motion of Mr. Monsarrat, the report of the Committee on H. B. No. 30, recommending that it be indefinitely postponed, was adopted. Whereupon the Speaker announced that the House had, by its vote in adopting the report of the Committee, indefinitely postponed the Bill.

Under a suspension of the Rules, the following communication from the Honorable Senate was read:
