The following Petitions were presented:

Petition No. 12, by Mr. Mahoe, on behalf of residents of the Second Precinct, Fifth District, Oahu, for the repeal of personal tax law. Referred to Joint Select Committee on Taxation.

Petition No. 13, by Mr. Mossman, on behalf of residents of the First Precinct, Fifth District, Oahu, for an appropriation for a breakwater at Kaalaea, Island of Oahu. Consideration deferred, to be taken up with the Appropriation Bill.

Petition No. 14, by Mr. Mossman, on behalf of residents of the First Precinct, Fifth District, Oahu, asking for an appropri

ation for a bridge at Kaholalele. Consideration postponed, to be taken up with the Appropriation Bill.

Petition No. 15, by Mr. Ahulii, on behalf of tax-payers and parents of the School District of Kaupo, Hana, Maui, asking for an appropriation for a school house and teacher's cottage. Referred to the Committee on Public Health and Education.

REPORTS OF STANDING COMMITTEES.

The following reports of Standing Committees were presented:

From Mr. Ewaliko, Chairman of the Committee on Military, reporting that the communication received and referred to them, signed John H. Soper, Lieutenant-Colonel and Acting AdjutantGeneral, was from the National Guard of Hawaii, and recommending that the House accept said invitation. Report adopted.

On H. B. No. 21, by Mr. Hihio, entitled "An Act to provide that only American citizens and qualified voters of the Territory of Hawaii shall be employed in public works," from Mr. Emmeluth, Chairman of the Committee on Judiciary, recommending a Substitute Bill, H. B. No. 56, by Committee on Judiciary, entitled "An Act to regulate the employment of labor on the public works of this Territory," covering all the points of this Bill and also those of House Bill No. 22, by Mr. Hihio, entitled "An Act to provide that eight hours shall constitute a legal day's work, either mechanical or industrial." The report and substitute Bill were ordered printed.

On H. B. No. 22, by Mr. Hihio, entitled "An Act to provide that eight hours shall constitute a legal day's work, either mechanical or industrial," from Mr. Emmeluth, Chairman of the Committee on Judiciary, recommending that the consideration of the Bill be indefinitely postponed. The report was received and consideration thereof postponed until the Substitute Bill (H. B. No. 56) should come up for consideration.

On H. B. No. 25, by Mr. Dickey, entitled "An Act providing for judgments by default in suits upon contracts before District Magistrates," from Mr. Emmeluth, Chairman of the Committee on Judiciary, recommending certain amendments, and that with these amendments the Bill do pass. Consideration of report postponed, to be taken up with the Bill.

BILLS ON SECOND READING.

The following Bills were taken up for consideration upon their second reading:

H. B. No. 20, by Mr. Paele, entitled "An Act to amend Sections 872 and 873 of the Penal Laws of 1897." On motion the Bill was laid upon the table.

H. B. No. 24, by Mr. Dickey, entitled "An Act empowering District Magistrates to issue commissions to take testimony," upon report from Mr. Emmeluth, Chairman of the Committee on Judiciary, recommending that the Bill be indefinitely postponed. Report adopted. Whereupon the Speaker announced that the House had, by its vote in adopting the report of the Committee, rejected the Bill upon its second reading.

H. B. No. 28, by Mr. Kumalae, entitled "An Act to adopt a flag for the Territory of Hawaii." On motion referred to the Committee on Judiciary.

H. B. No. 29, by Mr. Kaniho, entitled "An Act to amend Section 811 of the Civil Code, relating to cart and dray tax." On motion was referred to Joint Select Committee on Taxation.

H. B. No. 30, by Mr. Dickey, entitled "An Act to amend Chapter LVII of the Penal Code of 1869, entitled 'To mitigate the evils and diseases arising from prostitution,' by adding a new Section thereto." On motion was referred to the Committee on Public Health and Education.

H. B. No. 31, by Mr. Kumalae, entitled "An Act to provide for and regulate the sending of youths to the Mainland or abroad to be educated." On motion referred to the Committee on Public Health and Education.

The Speaker announced the following as the Select Committee on Sunday Laws: Messrs. Aylett, Robertson, Makainai, Makekau and Prendergast.

Notice was given of intention to introduce the following

By Mr. Nailima, entitled "An Act providing a system of taxation for the Territory of Hawaii, and repealing all laws heretofore passed and in force relating to taxation."

RESOLUTIONS.

The following Resolution was introduced:

H. R. No. 36, by Mr. Mahoe, as follows:

Resolved, that the Appropriation Bill be considered in the Committee of the Whole on Mondays, Wednesdays and Fridays of each and every week, commencing from next Monday, March 18th, 1901, and that the same be placed under the head of the order of the day.

The resolution was laid upon the table.
