On motion of Mr. Emmeluth, it was also ordered that all communications from Heads of Departments in answer to questions propounded by the House be printed for information of the members.

A communication was received from the Adjutant General inviting the House to attend a competitive drill at 7 c'clock p. m., March 16th. Referred to the Committee on Military.

We do hereby certify that House Bill No. 1, hereto attached, was amended upon its third reading in the Senate of the Territory of Hawaii by eliminating the letter "u" from the word "fourty" in the second line of Section 1 thereof; and that, upon such amendment, said Bill passed its third reading this twelfth day of March, A. On motion of Mr. Emmeluth, it was ordered that the typewritten copy of House Bill No. 1, as submitted on third reading, be corrected, so as to conform with the original Bill, the latter having received no amendment in its passage through this House. On motion of Mr. Prendergast, the Bill was placed on the order of the day.

A communication was received signed "Edgar Caypless," relating to rejection of H. B. No. 10, relating to the number of Judges in the First Judicial Circuit. On motion of Mr. Kekaula, the communication was ordered returned to Mr. Caypless as not being official.

PETITIONS, MEMORIALS AND COMMUNI

CATIONS.

The following Petitions were presented:

Petition No. 10, by Mr. Kumalae, relating to roads and streets in Kewalo. Referred to the Committee on Public Lands and Internal Improvements.

Petition No. 11, by Mr. Emmeluth, from one Anne Holt, relating to land on Maunakea street belonging to petitioner and taken by the Government for road purposes. Referred to the Committee on Public Lands and Internal Improvements.

REPORTS OF STANDING COMMITTEES.

The following reports of Standing Committees were presented:

Mr. Beckley, Chairman of the Committee on Public Health and Education, was granted further time upon which to make report relating to a petition from residents in Kalaupapa, Molo

kai.

Mr. Emmeluth, Chairman of the Committee on Judiciary, was granted further time in which to report on H. B. No. 4, by Mr. Gilfillan, entitled "An Act to provide for a commission to take evidence concerning injuries to property caused by the action of the Board of Health in connection with the suppression of Bubonic Plague in Honolulu, and elsewhere in this Territory, and by the conflagration in Honolulu on January 20th, 1900, and to report thereon."

On H. R. No. 26, by Mr. Kekaula, asking for appropriation of $3,000 for certain roads, Hawaii, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending an appropriation of $2,000 for the purpose therein named. Consideration of report postponed, to be taken up with Appropriation Bill.

On H. R. No. 21, from Mr. Makainai, Chairman of the Committee on Public Lands and Internal Improvements, recommending that the resolution be returned to the introducer for correction. Adopted.

The following Resolution was introduced:

H. R. No. 29, by Mr. Monsarrat, relating to the insertion in the Appropriation Bill of certain sums for roads, etc., in the district of Kau. Consideration of resolution postponed, to be taken up with the Appropriation Bill.

BILLS ON THIRD READING.

The following Bills were taken up for consideration upon their third reading:

No. 1, by Mr. Mossman, entitled "An Act to appropriate money for the purpose of defraying the expenses of the session of the Legislature of the Territory of Hawaii of the year 1901 from the public Treasury," and the amendments from the Senate thereto, was taken up for consideration. On motion of Mr. Makekau, the House concurred in the Senate amendment, by striking out the letter "u" from the word "fourty" in line 2, Sec

tion 1.

H. B. No. 13, by Mr. Robertson, entitled "An Act to repeal certain obsolete laws." Mr. Monsarrat moved that the Bill do pass; upon which motion the ayes and noes were called, with the following result:

H. B. No. 34, by Mr. Prendergast, entitled "An Act to provide for the Great Seal of the Territory." On motion of Mr. Prendergast, the words "of Hawaii" were inserted in the title after the word "Territory". On motion of Mr. Beckley, the Bill was ordered typewritten and made a special order of the day for

the afternoon.

On motion of Mr. Beckley, the House thereupon stood in recess until 1:30 o'clock p. m.

BILLS ON SECOND READING.

The following Bill was taken up for consideration upon its

second reading:

H. B. No. 37, by Mr. Aylett, entitled "An Act to repeal Sections 317, 318, 319, 322 and 323 of the Penal Laws of 1897, relating to Sunday." Mr. Mahoe moved that Bill be referred to the Committee on Judiciary. Lost. On motion of Mr. Makekan, the House resolved itself into a Committee of the Whole for the consideration of this Bill.

The Committee arose at 5 p. m. and reported to the House through Mr. Makekau, who had been called to the Chair by Mr. Beckley in the meantime, that the said Committee had had said Bill under consideration and recommended that the same be referred to a Special Committee of five members for the purpose of considering this Bill, which report, on motion of Mr. Robertson, was adopted.
