BILLS ON FIRST READING.

The following Bills, notice of which had previously been given, were introduced, read by title, passed first reading, and were ordered printed:

H. B. No. 49, by Mr. Keiki, entitled "An Act to appropriate pension for ex-Queen Liliuokalani."

H. B. No. 50, by Mr. Mahoe, entitled "An Act to repeal Chapter 39 of the Penal Laws of 1897, relating to prohibit gambling and gaming."

H. B. No. 51, by Mr. Kaniho, entitled "An Act relating to the segregation of lepers."

RESOLUTIONS.

The following Resolutions were introduced:

H. R. No. 33, by Mr. Kauimakaole, asking for an appropriation of $124,350 for roads, Hana, Maui. Referred to the Committee on Public Lands and Internal Improvements.

H. R. No. 22, by Mr. Mahoe, asking for an appropriation of $58,490 for roads and bridges, Waialua, Oahu. On motion of Mr. Ewaliko, the Resolution was referred to the Committee on Public Lands and Internal Improvements.

H. R. No. 23, by Mr. Hoogs, requesting the Auditor to furnish the House with a list of names of Government beneficiaries who are drawing salaries during absence from the Territory, and to give his authority therefor. On motion of Mr. Makekau, the Resolution was adopted.

H. R. No. 24, by Mr. Gilfillan, as follows:

Resolved, that a Committee of five members be appointed by the Speaker of this House to take up the matter of favoritism in the issuing of licenses by the Government, make diligent inquiry thereon, and report their findings to this House. That the Committee have like privileges relating to employing counsel and taking of evidence as the Standing Committee.

Mr. Makekau moved to amend the Resolution by striking out the latter part relating to employing counsel. Carried. On motion of Mr. Aylett, the Resolution was adopted as amended. H. R. No. 25, by Mr. Emmeluth, as follows:

Resolved, that the Governor of the Territory of Hawaii be

and he is hereby requested to furnish this House with the following: Originals or copies of all letters, records, books, documents, papers and vouchers of every nature, kind and description whatsoever, relative to transactions of the Executive Department of the Government from the annexation of these Islands to the United States, to date. That the Governor submit to this House the correspondence between the President of the late Republic of Hawaii and A. S. Hartwell, the alleged unofficial delegate to Washington during the so-called transition period.

Moved by Mr. Emmeluth that the Resolution be adopted. Seconded by Mr. Puuki. Carried.

BILLS ON SECOND READING.

The following Bills were taken up for consideration upon their second reading:

H. B. No. 13, by Mr. Robertson, entitled "An Act to repeal certain obsolete laws." On motion of Mr. Robertson, the amendments recommended by the Committee on Judiciary---to wit: In line 3, of Section 1, and before the word "Chapter", insert "Sections 2,3, 4 and 5 of"---were adopted. With amendments, the Bill was passed, ordered typewritten, and placed upon the order of the day for March 13th.

H. B. No. 23, by Mr. Dickey, entitled "An Act to provide a tax on incomes." On motion of Mr. Dickey, the Bill was referred to the Joint Select Committee on Taxation.

H. B. No. 34, by Mr. Prendergast, entitled "An Act to provide for the Great Seal of the Territory and to repeal Chapter 5, Title II, Civil Laws of Hawaii." On motion of Mr. Dickey, the Bill was referred to the Committee on Miscellany.

H. B. No. 36, by Mr. Makainai, entitled "An Act providing for the control and management of the Government sewerage system." On motion of Mr. Makainai, the Bill was referred to the Committee on Public Lands and Internal Improvements.

H. B. No. 37, by Mr. Aylett, entitled "An Act to repeal Sections 317, 318, 319, 322 and 323 of the Penal Laws of 1897, relating to Sunday." On motion of Mr. Robertson, consideration of the Bill was postponed until March 13th.

H. B. No. 38, by Mr. Emmeluth, entitled "An Act to amend Section 2 of Act 23 of the laws of the Republic of Hawaii, Session of 1896." On motion of Mr. Emmeluth, the Bill was referred to the Committee on Public Lands and Internal Improve

ments.

H. B. No. 39, by Mr. Nailima, entitled "An Act to provide for election of a Delegate to the House of Representatives of the United States; fixing the time, place and manner of holding such election; providing for notice of vacancy and for ordering a special election to fill such vacancy; also providing for the approval and ratification of the election of such Delegate voted for at the general election held in the Territory of Hawaii in the year A. D. 1900." On motion of Mr. Nailima, the Bill was referred to the Committee on Judiciary.

REPORTS OF STANDING COMMITTEES.

The following reports of Standing Committees were presented, under a suspension of the Rules:

On H. B. No. 17, by Mr. Robertson, entitled "An Act relating to practice in criminal cases and amending Sections 1, 2, 3

and 4 of Chapter XL of the Session Laws of 1876," from Mr. Emmeluth, Chairman of the Committee on Judiciary, recommending the Bill's passage with certain corrections in the printed Bill, as follows: In Section 2, line 2 thereof, between the words "duly" and "presented", the words "prepared by a legal prosecuting officer and indictments shall be duly", having been omitted. In Section 3, line 4 thereof, the words "the venue is changed or unless," having been omitted. On motion of Mr. Robertson, consideration of the report was postponed, to be taken up with the Bill.

Under a further suspension of the Rules, Mr. Beckley presented a report from the Molokai Select Committee, stating that the stenographer's notes had been transcribed, and asking the House to authorize the Committee to print such matter. It was so ordered.

RESOLUTIONS.

Under a further suspension of the Rules, the following Resolutions were introduced:

H. R. No. 27, by Mr. Dickey, propounding several questions to the Treasurer of the Territory in re issuing liquor licenses. Mr. Dickey moved that the Resolution be adopted. Carried. H. R. No. 28, by Mr. Monsarrat, as follows:

Whereas, the Secretary of the Territory has reported to this House that there are no law books, as asked for by this House; and,

Whereas, an appropriation was made by the last Legislature for compiling and printing such law books; therefore,

Be It Resolved, that the Secretary of the Territory be instructed to furnish this House with full particulars as to the number of books printed, cost of same, also a complete list of the names of persons to whom they have been sold, and the number sold.

On motion of Mr. Mahoe, the Resolution was adopted.

REPORTS AND COMMUNICATIONS FROM

HEADS OF DEPARTMENTS.

Under a further suspension of the Rules, the Speaker submitted a communication from the Commissioner of Public Lands, relative to H. R. No. 11, by Mr. Nailima, in re land transactions since 1890.

On motion of Mr. Kekaula, the House thereupon adjourned.
