Finland withdrew from its GATT schedule of tariff concessions two items which had been initially negotiated with the United States: a 10 per cent rate on pears entered during the period August 1 - November 30, and a 20 percent rate on corn starch, There were no imports of corn starch from the United States during the three-year period 1957 through 1959 under Finnish global quota, nor were there any imports of pears from the United States during the periods August 1 November 30 in 1957-59. Compensatory Concessions As compensation for these withdrawals, Finland reduced from 10 to 8 percent the duty on pears entering between December 1 - July 30. All imports from the United States normally enter during that period. In 1959, imports from the United States amounted to $42,000. On four chemical items Finland converted to 25 percent ad valorem a specific duty which had an ad valorem equivalent of more than 100 percent. There was no United States trade in these items in the period 1957-1959, perhaps because of the prohibitive level of the rate. In addition Finland made a slight reduction in the duty on used sacks and bags, other than jute. The United States will also receive the benefit from a number of concessions made by Finland to third countries. Concessio 3.04 |
