Mr. Spinola withdrew the appeal.

Mr. Mather moved to amend the amendment by striking out the words "Wednesday evening next," and inserting in lieu thereof the words "Tuesday evening, March 22d.”

Mr. Spinola was proceeding to debate the amendment, and having been called to order, and having been decided out of order by the President, he could not proceed under the rule without leave of the Senate.

On motion of Mr. Mather, and by unanimous consent, the rule was suspended and Mr. Spinola was allowed to proceed fifteen minutes.
