AMENDMENT. When a question is under debate, no motion shall be received but to adjourn, to lie on the table, for the previous question, to postpone to a day certain, to commit or amend, to postpone indefinitely; which several motions shall have precedence in the order in which they are arranged.Rule 42.

A motion to strike out the enacting words of a bill takes precedence of a motion to amend.-Rule 123.–


A bill cannot be amended on the first reading.- Vanual, p. 87. [Indeed, it has become the settled practice of the House not to receive an amendment to a House bill except when the question is on its engrossment, and to a Senate bill except when the question is on ordering it to a third reading.]
