ing on the journal all accepted orders and resolutions; shall notice reports, memorials, aad other papers submitted to the Council, only by their titles, or by a brief description of their purport; but all accepted reports from Special Committees of this Board shall be entered at length, in a separate journal to be kept for that purpose, and provided with an index. He shall also record the names of the members present at each meeting.

SECT. 2. All messages to the Mayor and Aldermen shall be drawn up by the Clerk, and sent by a messenger.

ARTICLE VII.

Alteration, Repeal, or Suspension of Rules and Orders.

SECTION 1. No standing rule or order of the Council shall be suspended, unless three fourths of the members present shall consent thereto; nor shall any rule or order be repealed or amended, without one day's notice being given of the motion therefor, nor unless a majority of the whole Council shall concur therein.
