I. By direction of the Secretary of War, paragraphs 107 (General Orders, No. 38, Adjutant General's Office, 1890), 257, and 927 (General Orders, No. 94, Adjutant General's Office, 1891) of the Regulations are amended to read as follows:

107. The record of soldiers as regards vaccination will be entered in the company descriptive book. In transferring soldiers from one command to another, or to a general or post hospital, the immediate commanding officer will note upon the descriptive lists the date and result of the last vaccination of each soldier.

COMPANY BOOKS AND RECORDS.

257. The following books will be kept in each company: a company order book; a book of letters received; an index of letters received; a book of letters sent; an index of letters sent, to be supplied by the Quartermaster's Department; a sick report book; a company clothing book; a morning report book, and a descriptive and deposit book, to be supplied by the Adjutant General: also for a company of cavalry, or light artillery, a descriptive book of public animals, to be furnished by the Quartermaster's Department. One page of the descriptive and deposit book will be appropriated to the list of officers, two to non-commissioned officers, two to the register of men transferred, four to the register of men discharged, two to the register of deaths, four to the register of deserters, and the remainder to the company descriptive list.

927. As soon as the recruit joins any recruiting depot, regiment, or station, he will be examined by the medical officer, to ascertain if vaccination is required. In all cases where there is not unmistakable evidence of successful vaccination, within a reasonable period, the operation will be immediately performed.

II. By direction of the Secretary of War, the following paragraph is added to the Regulations:

SHOULDER-BELTS.

17874. For officers of the Signal Corps shoulder-belt and fieldglass case for dress and undress, according to patterns in the office of the Quartermaster General.

No. 7. I--By direction of the Secretary of War, paragraphs 1272 to 1280, and 1281 (General Orders, No. 38 of 1890, Adjutant General's Office), 1282 to 1286 of the Regulations are revoked, and the following paragraphs, to be known as paragraphs 1272 to 1286, inclusive, are substituted in their place:

1272. Estimates of clothing and equipage will, unless otherwise authorized, be made quarterly as follows:

On January 1 for a supply to last until June 30.
On April 1 for a supply to last until September 30.
On July 1 for a supply to last until December 31.
On October 1 for a supply to last until March 31.

Each troop, battery, company, or detachment commander will prepare these estimates on Form No. 53, and forward one copy to the post commander, at the beginning of the period for which the estimate is made. The estimates will be based on the organic strength of the command, and will show the quantities and sizes of the articles required and the quantities and sizes of the articles on hand.

1273. The commanding officer of the post, after careful revision of these estimates, will cause the post quartermaster to consolidate them on Form No. 57, adding such articles as may be needed for post purposes for the same period. The quantity for each troop, battery, company, or detachment will be stated on a separate line, and from the total required the quantity actually on hand at the time of making the estimate will be deducted, as also such articles as have been allowed on previous estimates but have not been received. The company or detachment estimates will be retained in the office of the post quartermaster for the information and guidance of those concerned.

1274. The post quartermaster will forward, through the regular channel, two copies of the consolidated post estimates to the chief quartermaster of the department, accompanied by a statement showing the articles of clothing (specifying sizes), equipage, and materials on hand at the post in excess of the requirements of the service for the period covered by the estimate.

The articles reported as surplus at any post will, when advantageous, be made use of in filling estimates of other posts, notation of the articles so supplied being made on the estimate to which applied.

If in the opinion of chief quartermasters the interests of the

service will best be served by transferring such surplus or any part thereof to some general depot, report will be made to the Quartermaster General.

1275. After revision of the post estimates at department headquarters, the chief quartermaster will forward the same so as to reach the Quartermaster General's Office not later than February 1, May 1, August 1, and November 1, respectively.

1276. If, at the time estimates are prepared, it be known that any of the troops at a post are to change stations, their estimate will not be included in the post estimates, but will be forwarded separately. The new station to which the supplies are to be sent should be stated. If the supplies are not received as promptly as needed, attention will be called to their non-arrival.

1277. Should the quantity of clothing and equipage supplied upon the periodical estimates prove inadequate, a special requisition, giving reasons therefor in detail, should be made on Form No. 53 and forwarded through the proper channels to the Quartermaster General.

1278. Officers of the recruiting service will, prior to the beginning of each quarter, forward estimates for a three months' supply of clothing and equipage to the superintendent of the recruiting service, who, after revision, will transmit them to the Quartermaster General. These estimates should be made in duplicate on Form No. 53, and be accompanied by a list of such clothing and equipage, if any, as may be on hand and not required for use at rendezvous or depots during the period estimated for.

1279. Clothing and equipage required by the Battalion of Engineers and detachments of Ordnance will be estimated for at the dates and for the periods indicated in paragraph 1272. The estimates will be made in duplicate and forwarded to the chiefs of the respective corps, who, after revision, will transmit them to the Quartermaster General.

1280. After the clothing and equipage are received at a post, the post quartermaster will make issues on special requisition in such quantities and at such times as the troop, battery, company, or detachment commanders may require. No issues will be made of garments of larger sizes than are actually needed by the men, for the purpose of altering them into smaller sizes.

1281. All officers making estimates or requisitions for clothing and equipage will conform to existing regulations and orders
