Begun and held at the Capitol in the city of Springfield, this 7th day of January, A. D. 1891, at 12 o'clock noon, it being the Wednesday next after the first Monday in January, pursuant to the provisions of section 9, article 4, of the constitution of the State of Illinois.

Isaac N. Pearson, Secretary of State, called the House to order and presided over its deliberations, until the election of a temporary presiding officer, as provided by the constitution.

Prayer was offered by Kev. Francis Springer.

The roll of members as officially prepared by the Secretary of State, from the returns on file in his office, was called, when all the following named members were found to be present:
