REGULATIONS OF THE CORPS OF ENGINEERS, DEPARTMENT OF THE

ARMY

NAVIGATION REGULATIONS Pursuant to the provisions of section 7 of the River and Harbor Act of August 8, 1917 (40 Stat. 266; 33 U. S. C. 1)' the following regulations have been prescribed ? to govern the use, administration, and navigation of the Ohio River, Mississippi River above Cairo, Ill., and their tributaries.

207.300 3 Ohio River, Mississippi River above Cairo, Ill., and their tributaries; use, administration, and navigation.—The term “lock master," as used in the following regulations, shall be interpreted to mean the lock master or that one of the lock officials present who has authority to issue orders to the others or to vessels.

(a) Authority of lock masters.—The movement and position of all boats and floating craft of every description, while at or near the locks and dams and in canals, shall be subject to the direction of the lock master, whose orders must be obeyed in the operation and mooring of such boats and craft. Crews shall render such assistance in lockage of their craft as the lock master may require.

(6) Precedence at locks.—Ordinarily the vessel arriving first at a lock shall be first locked through; but precedence shall be given to vessels belonging to the United States and to vessels carrying the mails, in the order named. Passenger boats shall have precedence over tows and like craft. When two or more vessels of the same class arrive at a lock from the same direction at the same time, the vessel landward on the lock side of the river shall have precedence, and the riverward vessel shall stop and give way to the landward vessel on the lock side. When two vessels of the same class arrive at a lock from opposite directions at the same time, the vessel headed downstream, or with the flow of the current, shall ordinarily have precedence. In cases where no current draw exists riverward from the lock, the vessel headed upstream may be given precedence. Where several vessels of the same class are awaiting lockage from opposite directions, lockages shall be made alternately, if practicable, rather than in the order of time of arrival. Arrival posts or markers may be established ashore above or below the locks. Vessels arriving at or opposite such posts or markers will be considered as having arrived at the locks within the meaning of this paragraph. Irrespective of any other provisions of this paragraph, the precedence at locks is to be as directed by the lock master, who may prescribe any departure from such provisions as in his judgment the circumstances warrant.

(c) Lockage of pleasure boats. The lockage of pleasure boats, house boats, or like craft will not be permitted to interfere with or to delay the lockage of commercial craft. Vessels not employed for

Such regulations shall be posted, in conspicuous and appropriate places, for the information of the public; and every person and every corporation which shall violate such regulations shall be deemed guilty of a misdemeanor and, on conviction thereof in any district court of the United States within whose territorial jurisdiction such offense may have been committed, shall be punished by a fine not exceeding $500, or by imprisonment (in the case of a natural person) not exceeding six months, in the discretion of the court.
