To the House of Representatives of the United States:

In answer to a resolution of the House of Representatives of yesterday, I transmit a report from the Secretary of State, and the copies of the British counter case, and volumes of appendix to the British case, which accompanied it.

The Secretary of State, to whom was referred the resolution of the House of Representatives of yesterday, requesting the President to transmit to that House, as early as may be consistent with the public interests, a copy of the counter case presented by the British government in relation to the Alabama claims under the treaty of Washington, has the honor to lay before the President a printed copy of that document, and of volumes V, VI, and VII, of appendix to the British case, which volumes of appendix were presented to the tribunal of arbitration with their counter case.

It is proper that I should state that these papers were not received at this Department until the day following that on which the British case and accompanying papers were sent to the House of Representatives.
