at half mast, and let the executive offices of the state be closed on Wednesday, June 1, the day of the funeral.

Appropriate military honors will be rendered the deceased, as a former commander-in-chief at Camp McKinley, by the firing of the customary number of guns.

CALLING FOR THE ENLISTMENT OF TROOPS

JUNE 2, 1898

Whereas the President of the United States has made requisition upon the executive of the State of Iowa for a sufficient number of men to recruit each of the company organizations of the four regiments recently organized to the maximum of One Hundred and Six enlisted men to the company, and

Whereas it has been considered a privilege to furnish troops for service under the flag of the United States, which privilege ought to be enjoyed by each county in proportion to its military strength;

Now Therefore, I, Leslie M. Shaw, Governor of the State of Iowa, do hereby call upon such citizens of the state as are subject to military duty, to enlist under the call heretofore referred to, an opportunity for which will be afforded in pursuance of plans soon to be received from Washington, the details of which will then be made public. The Secretary of War has indicated that recruiting parties will be detailed from the several regiments already in the service, consisting of one officer, one non-commissioned officer, and one or more privates, to recruit from the locality where such regiments were raised, under orders and instructions from the War Department.

I shall recommend that so far as possible those enlisting from each county be mustered into the same company to be designated before enlistment, and that so far as practicable each county be awarded its equitable proportion of men, estimated upon its military strength as returned by the assessors of the several counties.

I annex hereto a schedule of the number of men already mustered from each county, and the additional number which it will be entitled to furnish. It will not be practicable, however, to keep the rolls open indefinitely to secure such equality between the counties, as it is highly important that the demands of the national government be promptly

met.

The men composing the organizations already furnished are as patriotic, loyal, honorable and worthy as the state affords. Skeleton regiments of volunteers, however, cannot be expected to compete in effectiveness with similar organizations of the regular army, recruited to the maximum.

Let Iowa promptly reinforce her regiments and she will never have occasion to blush or apologize for results.

It is also due the brave men who have already enlisted that the state they honor by their sacrifice show its appreciation by promptly recruiting the ranks of each company to the maximum.

I also suggest that those who may contemplate applying for permission to organize companies to meet future calls, together with all other patriotic citizens, and especially the old soldiers, heartily co-operate with those designated as recruiting officers, and by promptly securing the necessary enlistments from their counties, demonstrate their fitness for future recognition.

OFFERING A REWARD

AUGUST 1, 1898

Whereas, I am in possession of information that satisfies me that the crime of murder has been committed in this state; to-wit on the night of the twenty-sixth day of July ultimo, at or near the town of De Witt in the County of Clinton, at which time and place one Frank M. Beard was feloniously killed by two persons to the authorities unknown.

And, Whereas, the persons so committing such crime have escaped arrest:

Now, therefore, I, Leslie M. Shaw, Governor of the State of Iowa, by virtue of the authority in me vested by law, do hereby offer a reward of Two Hundred Dollars for the arrest of each of said persons (if not already under arrest) and his delivery to the authorities of said county of Clinton; the same to be paid upon conviction of the party so apprehended.

ON LABOR DAY

AUGUST 27, 1898

The statutes of Iowa designate one day in the year to be devoted to observances in honor of Labor. In conformity with such enactment, I, Leslie M. Shaw, Governor of the State of Iowa, do hereby recommend that on the first Monday in September, the day so designated, being the fifth day of September, 1898, employers and employed, with others, unite in such observances as may be appropriate to the occasion and thereby endeavor in all possible ways to improve and make more harmonious the economic relations of society, in which improvement all are interested. That the observance may be the more general I recommend that, upon the day named, factories, shops, stores and other places where labor is employed be closed as far as may be practicable.
