The order of the day being read, after long debates, the preamble was expunged and the resolution only suffered to stand, as follows:—

Resolved, That it be recommended to the several State Societies to empower their delegates, at the next general meeting, to agree upon and finally establish all such alterations as may be necessary in the constitution of the Society.

Adjourned till four o'clock this afternoon.

Present, nine States represented as in the morning, omitting General Mifflin, who was absent.

On motion,

Resolved, That the next general meeting be on the first Monday in May next, at Philadelphia, in the Commonwealth of Pennsylvania, or at such other place as the president of the Society shall appoint.

On motion,

Resolved, nem. con., That the right of admitting foreign officers (except such as are under the first and second sections of the general rules,) is vested in the general meeting, and that they are sole judges of such admissions.

On motion,

Resolved, That the secretary-general do write to the Society in South Carolina, on some of whose members Monsieur l'Enfant states to have existing claims, to explain the nature of those claims, and to request a speedy accommodation.

On motion, in addition to the resolves concluding the report of the committee on Major l'Enfant's memorial:

Resolved, That the said several sums, amounting together to the sum of three thousand and fourteen dollars to be paid to the secretary-general of this Society by the State Societies on or before the first day of September next, and that the same be quoted agreeably to the rule of apportionment agreed upon at this present meeting.

On motion,

Resolved, That the assistant secretary-general do dispose of the eagles which may be received from Major l'Enfant, and account for the proceeds thereof with the secretary-general.

Proceeded to ballot for officers of the General Society.

The following were elected:

General Washington, president-general.

Major General Thomas Mifflin, vice-president-general (vice General Gates).

Major General Henry Knox, secretary-general.

Major George Turner, assistant secretary-general (vice General Otto H. Williams).

Resolved, That a committee of three be appointed to wait on His Excellency, General Washington, to inform him that the General Society have unanimously re-elected him their president.

The members chosen were General Knox, Colonel Hamilton and Mr. Boudinot.

Adjourned till to-morrow morning, nine o'clock.

Resolved, That the secretary-general write answers to all such letters as may require attention, and concerning which no order has been taken, and that the assistant secretary-general write circular letters to the State Societies inclosing transcripts of the proceedings of the present meeting.

Resolved, unanimously, That the several officers chosen by this Society shall hold their offices until the last day of the next general meeting, unless others shall be duly elected in their room.

Resolved, That the secretary-general inform Mr. Mandrillon that, by the rules of the Society, he cannot be admitted as a member into their order, but that they are fully sensible of his zealous attachment to the interests of the United States and the honor of their institution.

Resolved, That the consideration of all other applications for admission be postponed till the next general meeting.

Resolved, That the expense attending the procuration of one hundred and fifty diplomas for the foreign members be added to the expenses necessarily attending this meeting, that the whole be apportioned to the different States, and that the States present pay immediately their proportions.

Ordered, That the several State Societies be punctual hereafter in communicating to each general meeting fair and accurate returns of their respective members, properly authenticated, and that the said Societies do in all things strictly conform to the principles of the Institution. The General Meeting then adjourned sine die.

BEING THE FIRST EXTRA MEETING.

Present: The vice-president and assistant secretary-general.

Thus only five States were fully represented, according to the credentials of their delegates, and there being no prospect of obtaining a competent number of representations at this meeting, it was unanimously agreed to receive on the files, for the consideration of the next general meeting, all such papers and communications as had been either written or received during the recess. The following papers were, in consequence, placed on the files, viz.:

Instructions to delegates appointed in Massachusetts to the present meeting, but no credentials were produced.

Credentials of delegates appointed in Rhode Island (any one or two of whom to be a representation), namely: General Varnum, The Reverend Mr. Hitchcock, Colonel J. Olney, Major J. S. Dexter and Colonel Sherburne, accompanied with a power authorizing the delegate or delegates attending this meeting from the State Society there, to "agree upon, and finally establish all such alterations as may be necessary in the constitution of the General Society."

Credentials of delegates appointed in New York, namely: Morgan Lewis, Esq., together with the Hon. Major General Baron de Steuben, Robert R. Livingston, Alexander Hamilton, William Duer, James Miles Hughes, and Benjamin Walker, Esquires, any two of whom to be a quorum or sufficient representation.

Credentials of and instructions to delegates appointed in New Jersey, namely: The Hon. David Brearley, General David Foreman, Captain Jonathan Dayton, General Matthias Ogden, and Major Joseph Bloomfield, any one or more of whom are empowered to agree upon, and finally establish all such alterations as may be necessary in the constitution of the General Society.

Credentials appointing delegates from Pennsylvania, namely: The Honorables Thomas McKean and William Jackson, John Armstrong, Jr., Peter Muhlenberg, and Francis Johnston, Esquires.
